The commission of the Customs union solved:

1. Approve the specified structure of the expert group "Arrangement and Equipping of Check Points on External Border of State Members of the Customs Union" it (is applied).

2. Approve Regulations on the expert group specified in Item 1 of this Decision it (is applied).

Regulations on the Expert group "Arrangement and Equipping of Check Points on External Border of State Members of the Customs Union"

1. General provisions

1.1. This Regulations on the expert group "Arrangement and Equipping of Check Points on External Border of State Members of the Customs Union" (further - Expert group) determine the main areas of work of Expert group, its main functions, structure and bases of the organization of work, the right, financial and other provision of activities.

1.2. The expert group is created under the Commission of the Customs union of Eurasian economic community and is accountable to it. In the activities the Expert group is guided by the international treaties creating the contractual legal base of the Customs union and Eurasian economic community (further - EurAsEC), decisions of Interstate Council of EurAsEC and Commission of the Customs union of Eurasian economic community, and also this Provision.

1.3. The expert group acts on the basis of the this provision and the regulations approved by Expert group.

1.4. Meetings of Expert group are held as required, but at least once a quarter.

2. Main areas of work of Expert group

2.1. Preparation of suggestions for improvement of activities for arrangement and equipment of check points on external border of state members of the Customs union (further - check points);

2.2. Preparation of suggestions for improvement of the regulatory legal base in the established field of activity.

3. Main functions of Expert group

3.1. The expert group prepares and submits for consideration of the Commission of the Customs union of the offer, on the following questions:

- developments of Standard requirements to the equipment and material equipment of the buildings, rooms and constructions necessary for the organization customs and other types of the state control at check points;

- the organizations and holding actions for monitoring of condition of check points (including with departure to check points);

- developments of actions for arrangement and equipment of check points;

- considerations according to offers of the Commission of the Customs union of the draft documents directed to enhancement of arrangement of check points;

3.2. The expert group participates in the international conferences, seminars, development and implementation of interstate projects, programs and other joint actions of state members of the Customs union (further - the Parties) concerning arrangement and equipment of check points, and also performs other functions within the competence.

4. Structure of Expert group and basis of the organization of its work

4.1. The structure of Expert group is created on representation of the parties by the Secretariat of the Commission of the Customs union and affirms the decision of the Commission of the Customs union.

4.2 From each of the Parties of state members of Expert group the executive in charge is determined.

4.3. The expert group is headed by the head appointed by the decision of the Commission of the Customs union.

4.4. Head of Expert group:

- presides over meetings of Expert group;

- performs management of activities of Expert group;

- performs the common directorship of preparation of the questions submitted for consideration of Expert group;

- will organize accomplishment of decisions of the Commission of the Customs union;

- exercises general control of implementation of the made decisions of Expert group;

- is present and makes reports and supporting reports on commission sessions of the Customs union by consideration of the questions entering competence of Expert group;

- represents Expert group in relations with the Commission of the Customs union and executive bodies of the Parties represents Expert group in the international organizations by consideration of the questions concerning arrangement and equipment of check points on external border of state members of the Customs union;

- signs documents of Expert group;

- in coordination with the secretariat of the Commission of the Customs union, provides to mass media the information on work of Expert group;

4.5. Can participate in meetings of Expert group:

- employees and employees of the Commission of the Customs union, Permanent representatives of state members of EurAsEC, officials and staff of the Secretariat of Integration Committee of EurAsEC;

- plenipotentiaries of the states and the international organizations to whom the status of the observer at EurAsEC is provided;

- under preliminary approval the representatives of the interested bodies and the organizations to consideration of the questions relating to their activities invited by executives in charge.

4.6. Members of Expert group have the equal rights in case of discussion of questions. During the vote, irrespective of number of members of Expert group from state member of the Customs union, each of the parties has one voice.

In case of disagreement with the common decision of Expert group any Party can express special opinion on the question considered by Expert group which according to its offer shall be reflected in the protocol.

4.7. Decisions of Expert group on points of order are made by a simple majority vote.

Solutions of Expert group for the Commission of the Customs union have advisory nature.

4.8. Solutions of Expert group are drawn up by protocols.

Protocols of meetings of Expert group are stored in the Secretariat of the Commission of the Customs union.
