wishing to provide favorable conditions for further development and strengthening friendly, good-neighbourhood between the people of Russia and Azerbaijan,
for the purpose of international legal determination of the Russian-Azerbaijani frontier,
agreed as follows:
In this Agreement the term "frontier between the Russian Federation and the Azerbaijan Republic" (further - "frontier") is understood as the line and the vertical surface passing across this line, the dividing territories (the land, waters, subsoil and airspace) of the Russian Federation and the Azerbaijan Republic.
The frontier from the initial point - points of joint of frontiers of the Russian Federation, the Azerbaijan Republic and Georgia, passes to final point with coordinates 41 ° 50,5' northern latitude and 48 ° 35,6' east longitude located at its exit to urez of water of the Caspian Sea.
Coordinates of final point are determined by the Agreement between the Russian Federation and the Azerbaijan Republic on differentiation of adjacent sites of bottom of the Caspian Sea of September 23, 2002.

In case of detection of discrepancies between the Description of passing of the line of frontier between the Russian Federation and the Azerbaijan Republic and the Card of frontier between the Russian Federation and the Azerbaijan Republic the Parties are guided by the Description.
Any natural changes which can happen on the area do not change provision of the frontier determined by this Agreement if the Parties do not agree about other.
For establishment and designation according to this Agreement of frontier on the area, creation of the relevant documents of demarcation of the Party in perhaps short time form on a parity basis the Joint Russian-Azerbaijani demarcation commission.
The questions connected with operation of the engineering constructions, communications and other infrastructure facilities crossed by frontier or passing on it and also questions of preserving and use of biological resources, water use and protection of the environment are regulated by free standing agreements between the Parties.
This Agreement is subject to ratification and becomes effective in day of exchange of instruments of ratification.
It is made in Baku on September "3", 2010 in duplicate, everyone in the Russian and Azerbaijani languages, and both texts are equally authoritative.
