About additional measures for enhancement of the organization of activities of service of medical labor examination

For the purpose of further enhancement of management structure and the organization of activities of service of medical labor examination, creation of necessary conditions for high-quality medical examination and effective social and employment rehabilitation of disabled people, and also highly qualified, fair medical personnel the Cabinet of Ministers decides strengthenings of medical labor commissions of experts:

1. Ceased to be valid according to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 12.09.2017 No. 714

2. Determine the main objectives of Republican inspection of medico-social examination:

management of activities of medical labor commissions of experts (further - VTEK) on implementation of examinations of restriction of activity, determination of group, the reasons, time of approach and terms of disability;

implementation of systems analysis of condition, dynamics of disability and the factors resulting in it on the basis of permanent studying of results of examinations, the medical documents submitted by treatment and prevention facilities and results of surveys of citizens;

participation in development of comprehensive programs in the field of prevention of disability, implementation of measures for social and employment rehabilitation and social protection of disabled people;

the organization of activities of the Qualification commission on selection and the recommendation to positions of medical experts of VTEK, rendering the methodical help to subordinated VTEK in questions of preparation, retraining and advanced training of specialists of VTEK.

Determine that the work payment terms established for employees of state bodies extend to employees of Republican inspectorate of medico-social examination.

3. Approve:

the list of the main, ad, interdistrict and district (city) medical labor commissions of experts according to appendix No. 1;

organizational structure of service of medical labor examination of the Ministry of Health of the Republic of Uzbekistan according to appendix No. 2;

structure of Republican inspection of medico-social examination of the Ministry of Health of the Republic of Uzbekistan according to appendix No. 3;

4. Determine that:

the chief of Republican inspection of medico-social examination is appointed to position according to the decision of the Minister of Health of the Republic of Uzbekistan;

chairmen of the main medical labor commissions of experts of the Republic of Karakalpakstan, areas and Tashkent are appointed by the decision of the Minister of Health on representation of the chief of Republican inspection of medico-social examination of the Ministry of Health of the Republic of Uzbekistan;

VTEK organizations are assigned to the city and district hospitals specified in appendix No. 1 to this resolution, equipped with the necessary equipment for carrying out free repeated inspections in the presence of doubts in the submitted medical documents and initial diagnoses of the medical and consulting commissions;

specialized, interdistrict, district and city VTEK make decisions by results of surveys only on joint basis;

at the level of the main VTEK cases of appeal of decisions of specialized, interdistrict and district (city) VTEK, and also recognitions by disabled people of workers from among medical personnel, employees of VTEK and their close relatives are considered.

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to render comprehensive assistance to the Ministry of zdravookhraneniyarespublika Uzbekistan in placement of divisions of VTEK in the buildings and rooms meeting the established requirements with dislocation, convenient for visit of citizens.

5. Form department of control of activities of service VTEK numbering 3 units in structure of the Head control and auditing department of the Ministry of Finance of the Republic of Uzbekistan, having increased respectively the extreme number of managerial personnel of central office of the Ministry of Finance of the Republic of Uzbekistan.
