About measures for ensuring priority development of education in Ukraine

For the purpose of ensuring improvement of functioning and innovative development of education in Ukraine, I decide increases in its quality and availability, integration into the European educational space with preserving national achievements and traditions:

1. Announce in Ukraine 2011 for Year of education and information society.

2. Support the initiative of the educational public of National academy of pedagogical sciences of Ukraine and the Ministry of Education and Science of Ukraine concerning holding in March, 2011 the All-Ukrainian congress of educators.

3. To the Cabinet of Ministers of Ukraine:

1) to develop and approve till December 15, 2010 the actions plan on carrying out in 2011 in Ukraine Year of education and information society, having provided, in particular, actions for creation of conditions for increase in computer literacy of the population, preparation and holding the All-Ukrainian congress of educators, including the solution in accordance with the established procedure of question of financing of such actions;

2) to perform complex of actions for ensuring priority development of education in Ukraine, including:

a) develop and approve in accordance with the established procedure the state target programs aimed at the development preschool and vocational training, implementation in teaching and educational process of general education educational institutions of information and communication technologies, improvement of work with gifted youth, improvement of quality of natural and mathematical education, providing educational institutions with modern technical means of training, support of entry of leading universities of Ukraine into number of the higher educational institutions recognized in the world;

b) make till December 1, 2010 changes to comprehensive plan of actions for development of education in Ukraine for the period till 2011, the state target programs on development of education, in particular the School Bus Programs, the State program "Teacher", for the purpose of adjustment of the tasks and actions provided by them according to modern requirements;

c) provide:

timely and in full financing of the state target programs in industry of education, actions for the edition of textbooks, education guidances and methodical literature;

involvement of the public to preparation and realization of the main actions for reforming of education system, accounting of offers of public organizations on these questions;

d) perform actions for enhancement of procedure for providing higher educational institutions with educational literature of students, pupils of general education and professional educational institutions and pupils of preschool educational institutions, development and realization of pilot projects for implementation of textbooks on electronic media;

e) handle issue concerning increase in the authority of working professions on society, provide the solution of problematic issues in system of vocational training, in particular, to upgrade of material and personnel resources, cardinal updating of content of education according to the European standards and perspective requirements of the labor market;

e) prepare and make in accordance with the established procedure offers concerning enhancement of the mechanism of employment of graduates of professional and higher educational institutions;

є) to handle issue relatively:

enhancements of structure of education;

provisions to the leading higher educational institutions of real autonomy as means of improvement of quality of the higher education, implementation of their competitiveness and responsibility for results of work;

optimizations of network of higher educational institutions and their subordination, creation of the enlarged regional universities;

strengthenings of integration of education, science, production, scientific and innovative constituting in activities of higher educational institutions;

g) accelerate project development of new edition of the Law of Ukraine "About the higher education", provide the organization of its public discussion, completion taking into account results of such discussion and introduction in accordance with the established procedure for consideration of the Verkhovna Rada of Ukraine;

h) provide creation of effective system of post-qualifying education which will provide motivation of citizens to continual professional and personal improvement;

i) provide activation of work on implementation of inclusive training in preschool and general education educational institutions of children with special needs;

?) take measures concerning improvement of work on patriotic, legal, ecological education of children, student's and student's youth, forming at them moral values, social activity and the civil responsibility, approval of healthy lifestyle;

й) consider question concerning distribution of operation of the resolution of the Cabinet of Ministers of Ukraine of October 5, 2009 N 1130 "About establishment of the allowance to teachers, tutors of general education educational institutions, teachers and training officers of professional educational institutions and higher educational institutions I-II of level of accreditation of the state and utility pattern of ownership, heads and deputy managers of noted institutions which positions are carried to positions of pedagogical workers" on other pedagogical workers;

j) take immediate measures concerning implementation of the effective mechanism of providing pedagogical and scientific and pedagogical workers with housing;

k) resolve until the end of 2010 issue of enhancement of the mechanism of forming of the state order on training of specialists scientific and pedagogical and personnel, on advanced training and retraining of personnel (post-qualifying education) according to requirements of economy and situation on national and the regional labor markets;

l) take in accordance with the established procedure measures on step-by-step, since 2011, to increase in the amount of compensation of pedagogical and scientific and pedagogical workers and reduction of these sizes in compliance with requirements of the legislation on education;

m) provide implementation, since 2011, national monitoring system of the quality level of education and participation of the Ukrainian side in the corresponding international monitoring researches.

4. To the Ministry of Education and Science of Ukraine:

To accept 1) together with local executive bodies with participation of National academy of pedagogical sciences of Ukraine, local government bodies of measure for creation of conditions for ensuring fulfillment of requirements of the law of rather compulsory preschool education of children of the advanced preschool age, carrying out necessary explanatory work among the population concerning forms and methods of such education, the rights and obligations of parents;

2) to develop the actions plan on implementation of unified information system of management of education;

To create 3) till May 1, 2011 open single state electronic base of education;

To enhance 4) till November 15, 2010 acceptance conditions in higher educational institutions of Ukraine, having optimized, in particular, terms of holding introductory campaign;
