About prevention of neglect and offenses among minors

The purpose of this Law is regulation of the relations in the field of prevention of neglect and offenses among minors.
The legislation on prevention of neglect and offenses among minors consists of this Law and other acts of the legislation.
If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about prevention of neglect and offenses among minors then are applied rules of the international treaty.
In this Law the following basic concepts are applied:
the minor - person under the age of of eighteen years;
prevention of neglect and offenses among minors - system of social, legal, medical and other measures which are directed to identification and elimination of the reasons and conditions promoting neglect, homelessness of minors, making by them of offenses or other antisocial actions performed in total with individual scheduled maintenance;
the minor who is in socially dangerous provision, the minor who owing to neglect or homelessness is in the situation which is constituting danger to his life or health or not meeting the requirements to its content, education and education or makes offense or other antisocial actions;
the family which is in socially dangerous provision - family in which the parents or persons replacing parents evade from accomplishment of the obligations or is inadequate fulfill the duties on content, education and education of minors or negatively influence their behavior or cruelly treat them;
neglected - the minor, control of whose behavior is absent owing to evasion from accomplishment of the obligations or improper execution of the obligations on its content, education and education from the parents or persons replacing parents;
individual scheduled maintenance - activities for timely identification of the minors and families which are in socially dangerous provision and also for their social and pedagogical rehabilitation and the prevention of making by minors of offenses or other antisocial actions;
homeless - neglected, not taking certain residence;
antisocial actions - the actions of the minor which are expressed in the systematic use of alcoholic drinks, drugs, the psychotropic or other substances influencing intellectual and strong-willed activities, occupation prostitution, begging and also other actions violating the rights, freedoms and legitimate interests of other citizens.
The main objectives of activities for prevention of neglect and offenses among minors are:
the prevention of neglect, homelessness of minors, making by them of offenses or other antisocial actions, identification and elimination of the reasons and conditions promoting them;
ensuring protection of the rights, freedoms and legitimate interests of minors;
forming of law-abiding behavior of minors;
social and pedagogical rehabilitation of the minors and families which are in socially dangerous provision;
identification and suppression of cases of involvement of minors in making of offenses or other antisocial actions.
The basic principles of activities for prevention of neglect and offenses among minors are:
legality;
humanity;
systemacity;
family support and interaction with it;
individual approach to education of the minors which are in socially dangerous provision.
State bodies and other organizations, and also citizens without delay inform:
bodies of prosecutor's office - about violation of the rights, freedoms and legitimate interests of minors;
the commissions on questions of children
- about violation of the rights, freedoms and legitimate interests of minors, and also about the allowed shortcomings of activities of the bodies and organizations performing prevention of neglect and offenses among minors;guardianship and custody bodies - about orphan children, children without parental support or being in the situation which is constituting danger to their life or health or not meeting the requirements to their content, education and education;
self-government institutions of citizens - about identification of the minors and families which are in socially dangerous provision and needing the public assistance of the state;
law-enforcement bodies - about the minors and families which are in socially dangerous provision, the minors who made offenses or other antisocial actions, and also about the parents and other persons involving minors in making of offenses or other antisocial actions or making concerning them other illegal acts;
governing bodies of health care and organizations здравоохраненияо the minors needing physical examination, observation or treatment owing to the systematic use of alcoholic drinks, drugs, the psychotropic or other substances influencing intellectual and strong-willed activities;
