About measures for strengthening of level of social security of the population, increase in the operating official pay rates of government employees, employees of budgetary institutions, the organizations, the sizes of pensions and grants

For the purpose of improvement of financial position and increase in level of social security of the population, according to Article 103 of the Labor code of the Republic of Tajikistan and article 16 of the Law of the Republic of Tajikistan "About provision of pensions of citizens of the Republic of Tajikistan", I decide:

1) Since October 1, 2010:

- increase official pay rates of employees of the organizations, organizations of branches of science, educations, social protection, culture, employees of other organizations and the organizations financed from the Government budget and the operating official pay rates (tariff charges) by the government employee of state bodies (except government employees of state bodies for which on pilot basis the Single scale of charges becomes effective) and local executive bodies of the government, to the military personnel, faces of the private and the commanding structure of law-enforcement bodies and the staff of other law enforcement agencies, courts and prosecutor's offices, enforcement proceeding and offices of notary public, and also salaries on military (special) ranks in the amount of 10 percent;

- to perform wages increase of employees of organizations of industry of health care taking into account the established minimum wage according to the Payment instruction of work of workers of health care of the Republic of Tajikistan;

- increase the sizes of work pensions by 15 percent from the established size of minimum pension;

- establish the maximum size of pension in the amount of 400 somoni a month;

- establish the operating sizes of grants of the President of the Republic of Tajikistan for pupils of comprehensive schools, organizations of primary professional education in the amount of 150 somoni, for students of secondary vocational education institutions in the amount of 200 somoni, for students of institutions of higher professional education in the amount of 250 somoni, for graduate students in the amount of 300 somoni a month. Increase the operating sizes of other grants of aspirantov.student of average and higher education (except cadets of the highest military educational institutions and Academy of the Ministry of Internal Affairs of the Republic of Tajikistan) by 10 percent.

To Enact 2) since October 1, 2010 on pilot basis the Single scale of charges for government employees of managerial positions of public service of Executive office of the President of the Republic of Tajikistan, Management of public service in case of the President of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the Ministry of Labour and Social Protection of the population of the Republic of Tajikistan and the Ministry of Finance of the Republic of Tajikistan according to appendix.

Establish the size of the basic salary as basis of tariff coefficients for pilot structures of state bodies in the amount of 350 somoni.

For government employees of pilot structures of state bodies to suspend payments of allowances for qualification ranks, length of service and other salary supplements established by the legislation of the Republic of Tajikistan.

3) to the Government of the Republic of Tajikistan:

- to enable the realization of this Decree in 2010 at the expense of the means provided in the Government budget of the Republic of Tajikistan for the salary fund and provision of pensions;

- in a month to bring the decisions into accord with this Decree.
