About Coordination council of economic bodies of Turkmenistan

For the purpose of activization of activities of Coordination council of economic bodies of Turkmenistan I decide:

1. Approve structure of Coordination council of economic bodies of Turkmenistan in the new edition it (is applied).

2. Bring in the Regulations on Coordination council of economic bodies of Turkmenistan approved by the resolution of the President of Turkmenistan of March 3, 2000 No. 4601 "About formation of Coordination council of economic bodies of Turkmenistan (Collection of acts of the President of Turkmenistan and decisions of the Government of Turkmenistan, 2000, No. 3, the Art. 148), the following changes:

in Item 1 of the word of "National institute of statistics and forecasting of Turkmenistan, the Main state tax authorities of Turkmenistan, the State agency on foreign investments in case of the President of Turkmenistan" shall be replaced with words: "National institute of the state statistics and information of Turkmenistan, the Main State Tax Service of Turkmenistan, Public service on foreign investments in case of the President of Turkmenistan";

"4. The main objectives of Council are:

ensuring development of the single approved economic policy, including industrial, aimed at the accelerated development of export-oriented and import-substituting productions;

increase in efficiency of public administration by economy, including questions of state-owned property and control of its use;

preparation of offers and drafts of decisions on institutional questions, macroeconomic, investment, depreciation, credit and monetary, tax and budget, monetarist policies and management of external debt;

consideration of forecasts of the situations connected with possible financial and economic changes;

development of offers on further deepening of economic reforms, state regulation and support of small business, development of the non-state sector and free economic zones;

determination of actions for providing collecting of taxes and receipt of funds in the Government budget of Turkmenistan, to stimulation of investment activity of small business, the companies of the non-state sector and creation of class of owners;

coordination of activities for development of model of the macroeconomic and financial forecasts covering production volume, inflation, paying balance, management of external debt, monetary and financial and budget indicators;

consideration of offers on analysis results of possible influence on the most important macroeconomic indicators of alternative measures in the field of state revenues and expenses, the prices, investments, the organization of the salary, refunding rates of the Central bank of Turkmenistan, the currency rate;

preparation of offers and recommendations in the Cabinet of Ministers of Turkmenistan for adoption of relevant decisions.

5. For accomplishment of the tasks assigned to it Council performs the following functions:

will organize examination of drafts of regulations and programs for economic and financial problems;

creates working groups and the commissions for development of the corresponding projects;

interacts concerning economy and finance with Majlis of Turkmenistan and makes in accordance with the established procedure recommendations for acceptance on their basis of regulations;

develops suggestions for improvement of structure of state bodies;

coordinates activities for state regulation and support of small business".
