According to the subitem 3) Item 5 of article 12 of the Law of the Republic of Kazakhstan "About technical regulation", PRIKAZYVAYU:

1. Approve the enclosed Rules of implementation of electronic accounting of data on the registered declarations of conformity, the issued certificates of conformity, about refusals in certifications and their transfers.

3. To provide to committee of technical regulation and metrology of the Ministry of the industry and new technologies of the Republic of Kazakhstan in the procedure established by the legislation state registration of this order in the Ministry of Justice of the Republic of Kazakhstan and its subsequent official publication in mass media.

4. To impose control of execution of this order on the vice-minister of the industry and new technologies of the Republic of Kazakhstan Abdibekov N. K.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of implementation of electronic accounting of data on the registered declarations of conformity, the issued certificates of conformity, about refusals in certifications and their transfers

1. These rules establish procedure of electronic accounting of data on the registered declarations of conformity, the issued certificates of conformity, about refusals in certifications and their transfers (further - electronic accounting).

2. Electronic account of data is kept by bodies for confirmation of conformity of products and services by means of introduction of information specified in Items 4-6 of these rules into the software provided by accreditation body.

3. All data on electronic accounting are provided to accreditation body daily in process of issue and (or) registration of the conformance statement, the issued certificates of conformity.

4. In case of introduction of information on the registered declarations of conformity in the software it is specified:

1) registration number and registration date of the declaration of conformity;

2) name, address of the applicant (customs applicant);

3) name, address of the manufacturer;

4) information on products to which the declaration of conformity allowing to identify these products extends;

5) code (codes) of the single Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (further - the CN FEA EEU);

6) information on regulatory legal acts and regulating documents, products compliance to requirements of which proves to be true;

7) data on the conducted researches (testing) and measurements, the certificate of system, and also other documents which are evidential base;

8) effective period of the declaration of conformity;

9) the name, the address of the certification body which registered the declaration of conformity;

10) surname, name and middle name (in case of its availability) the head of the certification body which registered the declaration of conformity;

11) data on appendix (appendices) to the declaration of conformity;

12) accounting number of the declaration form about compliance;

13) surname, name, middle name (in case of its availability) person which registered the declaration of conformity.

5. In case of introduction of information on the issued certificates of conformity in the software it is specified:

1) registration certificate number of compliance, effective period, accounting number of the form on which the certificate of conformity is drawn up;

2) name, applicant's address;

3) name, address of the manufacturer;

4) the name, the address, number and date of issue of the certificate of accreditation of the body for confirmation of conformity which issued the certificate of conformity;

5) surname, name, middle name (in case of its availability) the head of body for confirmation of conformity;

6) surname, name, middle name (in case of its availability) the expert-auditor (expert);

7) information on the certified products allowing to identify it;

8) code (codes) of the CN FEA EEU;

9) information on regulatory legal acts and regulating documents on which compliance to requirements certification was carried out;

10) information on the documents submitted by the applicant to body for confirmation of conformity as the proof of compliance of products to requirements of regulatory legal acts, information on the conducted researches (testing) and measurements (date, number of the test report, the name and number of the certificate of accreditation of the test laboratory which issued the test report, date, number of the foreign certificate, the name of body issued it, date, certificate number of the quality system (production);

11) the additional information specified in the corresponding line item of the certificate of conformity;

12) date and reason of suspension, renewal or cancellation of the certificate of conformity;

13) date, renewal term of action of the certificate of conformity and basis for its prolongation;

14) data on appendix (appendices) to the certificate of conformity;

15) accounting number of the form of the certificate of conformity, accounting number of appendix to the certificate of conformity (in case of its issue);

16) country of production, name of manufacturer of certified production.

6. When entering information on refusals into certifications in the software are specified:

1) name, applicant's address;

2) date and the basis of refusal in certification;

3) products code on the foreign economic activity products qualifier (KP of foreign trade activities), code of the CN FEA EEU;

4) country and name of the manufacturer;

5) country and name of the supplier;

6) batch: size, weight (reservoir) of unit of production.
