The state committee on standardization of the Republic of Belarus and the State agency of construction, power and housing of the Ministry of Economics of the Republic of Latvia which are hereinafter referred to as with the Parties
based on the protocol of the fourth meeting of the Belarusian-Latvian intergovernmental commission on economic and to sci-tech cooperation, signed on October 17, 2008,
expressing aspiration to development of cooperation in the field of energy efficiency of buildings,
being guided by the principle of equality in economic interests of the Republic of Belarus and the Republic of Latvia,
according to the national legal system of the states of the Parties and international law,
signed this agreement as follows:
The parties during implementation of this agreement will be guided by the legislation of the Republic of Belarus and the legislation of the Republic of Latvia respectively.
The parties participate in various actions (seminars, conferences, symposiums, etc.) organized by one of the Parties.
The parties agreed in case of receipt of the corresponding request to provide:
regulatory legal acts, orders, standards and other regulating documents in the field of energy efficiency of buildings and consultation on their application;
information and materials about the training programs and rates for advanced training of specialists in the field of energy efficiency of buildings.
The parties promote experience exchange between the relevant organizations of the Republic of Belarus and the Republic of Latvia for carrying out:
1) examinations of the design estimates of new buildings regarding application and implementation of energy efficient technical solutions;
2) energy audit of buildings for the purpose of their classification by energy characteristics, including using the techniques developed on the basis of European Union directives.
Financing of cooperation within this agreement shall be performed based on the additional relations concluded by the Parties.
The parties shall provide confidentiality of the documents or information (if in the document or information is available the corresponding mark) received within this agreement. The specified documentation or information can be transferred to the third party only from written consent of the Party which provided this information.
Information on negotiations and their results can be published only in case of the consent of both Parties.
Provisions of this agreement do not mention obligations of the Parties following from international agreements which participant is the Republic of Belarus on the one hand, and prisoners between the European communities and their state members on the other hand. Provisions of this agreement cannot be used or interpreted as somehow the influencing or changing obligations of the Republic of Latvia following from its membership in the European Union.
Any matters of argument arising in connection with application or interpretation of provisions of this agreement will be solved the Parties by mutual consultations and negotiations between the Parties.
By the parties by agreement changes and additions by signing of the relevant protocol which is integral part of this agreement and becomes effective according to the procedure, stipulated in Clause the 10th this agreement can be made to this agreement.
This agreement is signed sine die and becomes effective from the date of its signing.
Each of the Parties can terminate this agreement, having in writing notified other Party on the intention. The Agreement is terminated after 6 (six) months from the date of receipt of such notification by other Party.
It is made in the city of Riga on November 12, 2008 in duplicate on 3 (three) sheets, everyone in the Russian and Latvian languages, at the same time all texts are equally authoritative. In case of disagreements in interpretation of this agreement of the Party are guided by the text in Russian.
