According to the subitem 8) article 5 of the Law of the Republic of Kazakhstan of March 7, 2002 "About diplomatic service of the Republic of Kazakhstan", the Presidential decree of the Republic of Kazakhstan of April 27, 2010 No. 976 "About approval of Rules of preparation, approval and representation for consideration to the President of the Republic of Kazakhstan of the draft of the president's letter of the Republic of Kazakhstan to the people of Kazakhstan, preparation, approval and representation for the signature of drafts of acts and orders of the President of the Republic of Kazakhstan, implementation of the president's letter of the Republic of Kazakhstan to the people of Kazakhstan, control of execution of acts and orders of the President of the Republic of Kazakhstan and carrying out monitoring of normative legal presidential decrees of the Republic of Kazakhstan" and for the purpose of strengthening of control over the implementation of international treaties of the Republic of Kazakhstan and implementation of decisions of the international organizations which participant is the Republic of Kazakhstan, systematization of preparation of the international actions, accomplishment of the reached agreements and establishment of order of interaction with the international judicial authorities I DECIDE:

1. Approve the enclosed Rules of preparation of information on accomplishment of international treaties of the Republic of Kazakhstan and its representation for consideration of the President of the Republic of Kazakhstan, and also approval of drafts of decisions of the international organizations which participant is the Republic of Kazakhstan, and their realization, interaction with special procedures of Council of the United Nations for human rights and Human Rights Treaty Bodies, preparation of the international actions of the Republic of Kazakhstan with participation of the President of the Republic of Kazakhstan, accomplishment of the reached agreements, interactions with the international judicial authorities and implementation of coordination of the international activities of state bodies of the Republic of Kazakhstan (further - Rules).

2. To provide to state bodies and the organizations of the Republic of Kazakhstan strict observance of the procedure established by Rules and to strengthen control over the implementation of international treaties of the Republic of Kazakhstan, decisions of the international organizations which participant is the Republic of Kazakhstan, and the reached agreements.

3. To the government of the Republic of Kazakhstan in three-months time to approve Rules of the organization and holding the international actions at the intergovernmental and interdepartmental levels, meetings of the joint intergovernmental commissions (committees, councils) and their subcommittees (subcommittees, working groups) on cooperation with foreign countries, and also implementation of arrangements of intergovernmental and interdepartmental level.

4. Determine that members of the government of the Republic of Kazakhstan, heads of other state bodies and organizations of the Republic of Kazakhstan bear the personal responsibility for reliability, quality and timeliness of the direction of information and the offers represented according to the approved Rules and also for compliance of their public statements and statements of official position of the Republic of Kazakhstan on the questions infringing on the international relations and state interests of the Republic of Kazakhstan.

To the Ministry of Foreign Affairs of the Republic of Kazakhstan once in half-year to inform state bodies of the Republic of Kazakhstan on official position of the Republic of Kazakhstan on the topical international issues infringing on state interests of the Republic of Kazakhstan.

5. Bring in the Presidential decree of the Republic of Kazakhstan of October 12, 2006 No. 201 "About approval of the State protocol of the Republic of Kazakhstan" (SAPP of the Republic of Kazakhstan, 2006, No. 39, the Art. 428) the following changes:

in the State protocol of the Republic of Kazakhstan approved by the above-named Decree:

"24. Offers on the list of negotiators from the Kazakhstan side are made by the Ministry of Foreign Affairs and affirm Administration of the President of the Republic of Kazakhstan (further - Presidential Administration).

6. Recognize invalid:

2) the Presidential decree of the Republic of Kazakhstan of May 7, 2004 No. 1361 "About entering of amendments and changes into the Presidential decree of the Republic of Kazakhstan of April 9, 1996 No. 2940" (SAPP of the Republic of Kazakhstan, 2004, No. 21, the Art. 264).

7. This Decree becomes effective from the date of signing.
