About Council for business development and investments under the Government of the Kyrgyz Republic

For the purpose of ensuring effective dialogue of the state and business community concerning improvement of business environment and the investment climate the Government of the Kyrgyz Republic decides:

1. Form Council for business development and investments under the Government of the Kyrgyz Republic.

2. Approve the enclosed Regulations on Council for business development and investments under the Government of the Kyrgyz Republic.

3. Declare invalid the order of Provisional Government of the Kyrgyz Republic of April 30, 2010 of VP No. 300 "About creation of Coordination council on interaction of the state and business under Provisional Government of the Kyrgyz Republic concerning social and economic development of the Kyrgyz Republic".

4. This resolution becomes effective from the date of official publication.

5. To impose control over the implementation of this resolution on department of economy and investments of Government office of the Kyrgyz Republic.

Regulations on Council for business development and investments under the Government of the Kyrgyz Republic

I. General provisions

1. Council on business development and investments under the Government of the Kyrgyz Republic (further - Council) is the advisory advisory body coordinated by the Government of the Kyrgyz Republic providing development and preparation of recommendations and offers for state bodies on improvement of business environment and the investment climate in the Kyrgyz Republic and implementation of actions necessary for acceleration of social and economic development of the country.

2. Are part of Council:

from state bodies on position:

- The Prime Minister of the Kyrgyz Republic - the chairman of the board;

members of council:

- the vice-Prime Minister of the Kyrgyz Republic supervising questions of economy and investments;

- the deputy of Jogorku Kenesh of the Kyrgyz Republic, the member of the committee on economic and fiscal policy of Jogorku Kenesh of the Kyrgyz Republic (in coordination);

- the head of department of the financial and economic analysis and monitoring of development of the Office of the President of the Kyrgyz Republic (in coordination);

- the head of authorized state body of the executive authority in the sphere of economic development of the Kyrgyz Republic;

from the international partners in development (in coordination):

- two representatives;

from the business associated structures (in coordination):

representatives of the business associated structures in accordance with the established procedure registered in the Kyrgyz Republic as the legal entity (business associations, clubs, the unions, councils, chambers, etc.) can be members of council;

secretary of Council.

3. The procedure of election of the members of council who are not representing state bodies is under construction on following provisions.

The international partners in development offer the representatives from multilateral and bilateral international partners in development in the procedures established by them.

The secretary of Council is elected on competitive basis according to procedures of the international partner in development performing financing of activities of working body of Council.

The business associated structures of the Kyrgyz Republic present the candidacies to the secretary of Council from among representatives of the business associated structures.

The business associated structures also provide information characterizing activities of this business associated structure and its members including the volume of investment, the main results achieved by association in questions of protection of interests of members of association and other indicators.

The secretary of Council offers the business associated structures of the candidate for members of council from business structures for participation in meeting of Council. At meeting of Council members of council - the representatives of the business associated structures who were directly participating in preparation of the questions submitted for consideration of Council, and also interested in the solution of the questions posed participate.

Members of council from the business associated structures and the international partners in development rotirutsya at meetings in the procedure established by Council.

II. Basic principles, tasks, functions and rights of Council

4. The basic principles of activities of Council are:

- social responsibility;

- equality of members of council;

- openness for representatives of business and the state;

- transparency of activities;

- justification of the prepared decisions;

- accounting of public opinion by preparation and decision making;

- focus on resulting effect.

5. The main objective of Council is ensuring effective dialogue between the state and business on improvement of business environment and the investment climate in the Kyrgyz Republic.

For the solution of this task Council is allocated with the following functions:

- carrying out studying and the analysis of business environment and investment climate in the country;

- development of offers and recommendations for state bodies on:

to improvement of business environment and investment climate;

to reforming of system of public administration for the purpose of enhancement of regulatory functions of the state;

to determination of strategy and priorities of investment attraction;

- consideration of the course of implementation of measures for improvement of business environment and investment climate.

6. Council has the right:

- hear at the meetings heads of state bodies concerning improvement of business environment and the investment climate;

- involve in accordance with the established procedure specialists of state bodies, other organizations and experts, including foreign, to implementation of expert evaluations about the course of actions for improvement of business environment, to attraction and use of foreign investments, reforming of public administration for the purpose of enhancement of regulatory functions of the state, to determination of strategy and priorities of attraction of foreign investments;

- accept and make the corresponding recommendations and offers to state bodies on further enhancement of state policy in the sphere of improvement of business environment and investment climate.

III. Organization of activities of Council

7. Meetings of Council are held as required, but at least once a quarter.
