1. Approve the enclosed Technical regulation "Requirements to Safety of Public Conveyances, Baggage, Loads, Cargo Baggage and Mailings by Rail".

2. This resolution becomes effective after six months from the date of its first official publication.

Technical regulation "Requirements to Safety of Public Conveyances, Baggage, Loads, Cargo Baggage and Mailings by Rail"

1. Field of application

1. This Technical regulation "Requirements to Safety of Public Conveyances, Baggage, Loads, Cargo Baggage and Mailings by Rail" (further - the Technical regulation) establishes the minimum requirements to safety of process of public conveyances, baggage, loads, cargo baggage and mailings by rail.

2. Objects of technical regulation of this Technical regulation are:

course of carriage of passengers, baggage, cargo baggage and mailings;

load course of carriage.

3. Dangerous factors (risks) which should be avoided in case of transportation process concerning probability of damnification of life or to health of the person, safety of baggage, cargo baggage of people, loads and mailings, environmental protection are:

threat of getting injured by passengers owing to use of emergency brake;

jams in passes because of creation of the complicated conditions for movement of passengers;

probability of chemical poisonings, owing to transportation of the prohibited baggage, cargo baggage and/or dangerous goods;

probability of loss of value of baggage, loads, cargo baggage and mailings, in case of their transit damage.

Identification of objects of technical regulation of this technical regulation is performed visually and according to the submitted documentation in case of regulation of the relations between carriers, passengers, the organizations performing activities in the field of rail transport, consignors, consignees.

2. Terms and determinations

5. In this Technical regulation the following terms and determinations are used:

1) accident - the dangerous technogenic incident creating on object, certain territory threat of life and to human health and leading to destruction of buildings, constructions, the equipment and vehicles, violation of production and transport process, and also causing damage to the surrounding environment;

2) repair - complex of transactions on recovery of operability or operability of products and recovery of resources of products or their constituents;

3) service personnel of the passenger train - the guard of train, train electricians, conductors, directors and service personnel of the dining car; service personnel of mail vans - chiefs of the car, the conductor-electrician of mail vans, and also persons allowed to servicing of office and technical cars, the cars of special purpose equipped based on passenger rail cars;

4) survey - surveys, measurements, testing and operating tests, and also check of marking and branding;

5) dangerous goods - the substances, materials and products having properties which manifestation in transport process can lead to death, injuring, poisoning, radiation, disease of people and animals, and also to explosion, the fire, damage of constructions, vehicles;

6) reliability - property of object to keep in time in the set limits of value of all parameters characterizing capability to perform required functions in the set modes and conditions of application, maintenance, storage and transportation;

7) the sanitary conclusion - the document confirming compliance to requirements of regulatory legal acts in the field of the sanitary and epidemiologic wellbeing of the population of object, the vehicle which are subject to the state sanitary and epidemiological surveillance, granting the right to their operation or use;

8) maintenance - transaction or complex of transactions on maintenance of working capacity and operability of product in case of its use to destination, in condition of expectation, storage and transportation.

3. General requirements of safety to transportations

6. When transporting the following safety requirements shall be provided:

safety of public conveyances, baggage, cargo baggage and mailings;

safety of carriages of goods;

flammability control;

chemical safety;

sanitary and epidemiologic safety;

ecological safety.

7. It is not allowed to put in trains and to allow to following:

defective cars which menacing traffic securities and condition does not ensure safety of the transported loads;

the cars loaded over their load-carrying capacity;

the platforms and gondola cars loaded with violation of technical specifications on loading and fixture of loads on open railway vehicles;

the cars having the sunk springs causing distortion of body or blows of frame and body of the car about undercarriages, and also cars with defect of the roof creating danger of separation of its sheets;

the cars which had derailment or being in the train which crashed before their survey and recognition suitable for movement;

the cars which do not have cliche about production of the established repair types, except for the cars going according to special documents (as load on the axes);

platforms, transporters and gondola cars with off-gage loads if about following of such cars special instructions are not this;

platforms with open and loose boards, cars with loose bunkers, tanks, hoppers, grain carriers, cement trucks and similar railway vehicles with open covers of loading and unloading upper and lower devices;

gondola cars with the open doors and hatches or hatches closed on one zakidka of the locking mechanism;

empty closed wagons with the doors opened and not locked on door zakidka, cars for transportation of petrobitumen with the wheel pairs which are not cleared of bitumen around drivings.

8. Flammability control by trains in case of transportation process is ensured by carrying out fire-proof scheduled maintenance and liquidations of the fires in trains of railway vehicles in case of its origin.

9. It is forbidden to use after work on maintenance and repair the railway vehicles which do not have complete set of emergency firefighting equipment with defective or uncharged fire fighting units, the defective fire alarm, and also defective emergency accesses and systems of smoke removal.
