1. Approve the enclosed technical regulation "Nuclear and Radiation Safety".
2. This resolution becomes effective after one year from the date of the first official publication.

1. This technical regulation "Nuclear and Radiation Safety" (further - the Technical regulation) establishes requirements to nuclear and radiation safety with which shall satisfy nuclear, radiation and electrophysical installations (further - YaREU).
2. Radiation-hazardous factors for personnel, the population and the environment in the conditions of normal operation of YaREU, in case of accidents and in case of mitigation of consequences of accidents are external x-ray, scale, beta, neutron radiations, inhalation receipt in the organisms of radioactive gases and aerosols contaminated by radioactive materials of surface of rooms, production equipment and tools, packagings, overalls and additional resources of individual protection and also the gaseous, liquid and solid radioactive waste which is formed in case of operation of YaREU.
3. On degree of potential radiation hazard the following four categories of classification of YaREU are applied:
1) installations on which in case of accident perhaps radiative effects on the population outside the sanitary protection zone of YaREU and measures for protection of the population can be required belong to the I category;
2) installations on which in case of accident the radiative effects are limited to the sanitary protection zone territory of YaREU belong to the II category;
3) installations which radiative effects are limited to the platform of placement of YaREU belong to the III category;
4) installations which radiative effects are limited only to working premises or workplaces of YaREU belong to the IV category.
4. The category of potential radiation hazard and safety of installation is proved in the YaREU project.
5. If within the platform several YaREU are located, the category of potential radiation hazard is established on the highest of categories.
6. For the purpose of differentiation of the quality requirements shown to systems and the YaREU elements and reliability four classes of safety of the YaREU elements are established:
1) Class of safety 1. Elements which refusals can be initial events of the beyond design basis accidents leading to radiation of personnel and (or) the population, emission (dumping) of radioactive materials in the environment over the limits set for project accidents belong to the class of safety 1.
2) Class of safety 2. Elements which refusals can be the initial events leading to project accidents belong to the class of safety 2.
3) Class of safety 3. The elements which are not carried to the classes 1 and 2 belong to class of safety 3; the elements containing radioactive and (or) toxic materials which intake to rooms and (or) the environment in case of refusals can exceed the levels established according to regulating documents; the elements performing functions of control of ensuring radiation protection of personnel and the population.
4) Class of safety 4. The elements of normal operation of YaREU which are not influencing safety and are not carried to safety classes 1, 2 or 3 belong to the class of safety 4.
The elements used for management of accident, which did not enter safety classes 1, 2 or 3, also belong to the class of safety 4.
7. If any element at the same time contains signs of different classes, then it shall be carried to higher class of safety. The welded connections, locking bodies and safety devices dividing elements of different classes of safety shall be referred to higher class.
8. Belonging of elements to safety classes 1, 2 and 3 and the requirements applied to them shall be specified in documentation development, production and delivery of systems and the YaREU elements.
9. Classification designation reflects element belonging to safety class - 1, 2, 3.
10. Classification designation shall be supplemented with the symbol reflecting purpose of element:
N - element of normal operation;
З - protective;
L - localizing;
About - providing;
And - the initiating security system element.
If the element has several appointments, then all of them enter its designation. For example, 2H - element of normal operation, class of safety 2.
11. In this Technical regulation terms according to the legislation of the Republic of Kazakhstan in the field of technical regulation and use of atomic energy, and also the following terms are applied:
1) accident - breakdown of service of YaREU in case of which there was exit of radioactive products and (or) ionizing radiation for the borders provided by the project for normal operation in the quantities exceeding the set limits of safe operation. Accident is characterized by initial event, ways of course and effects;
2) management of accident - the actions directed to transfer of YaREU in controlled safe condition, prevention of development of project accidents in beyond design basis and on alleviation of the consequences of beyond design basis accidents;
3) emergency - the condition of YaREU which is characterized by violation of limits and (or) conditions of safe operation, did not turn into accident;
4) way of course of accident - the sequence of conditions of systems and the YaREU elements in accident development;
5) the block of nuclear power plant (further - AS) - the part of AS performing the AS function in the amount determined by the project;
6) the nuclear power plant (NPP) - nuclear installation for energy production (electric and/or thermal) in the set modes and conditions of application and located within the territory determined by the project in which for implementation of this purpose the nuclear reactor (reactors) and complex of necessary systems, devices, the equipment and constructions with necessary personnel is used;
7) systems, elements of normal operation - the systems, elements intended for implementation of normal operation;
8) initial event - single refusal in the YaREU systems, the external event or human error which lead to violation of normal operation and can lead to violation of limits and (or) conditions of safe operation. The initial event includes all dependent refusals which are its consequence;
9) the principle of variety - the principle of increase in reliability of systems by application in different systems (or within one system in different channels) the different means and (or) similar means based on the different principles of action for implementation of the set function;
10) hermetic cover - set of elements of building and other constructions which, protecting space around YaREU, form the border provided by the project and interfere with distribution of radioactive materials to the environment in the quantities exceeding the set limits. The space closed by hermetic cover can form one or several hermetic rooms;
11) the passive device, element - the device, element, with mechanical moving parts or without mechanical moving parts which functioning is connected only with the event which caused its work and does not depend on operation of other, active device;
12) refusals for the general reason - the refusals of two and more systems (elements) arising owing to the same reason;
13) refusal single - refusal, failure of one element of system;
14) the principle of single refusal - the principle according to which the system shall perform the set functions in case of any initial event requiring its work and in case of refusal of one, independent of initial event, of the active elements or passive elements having mechanical moving parts or one independent human error;
15) accident project - accident for which the project determines initial events and end states and the security systems providing taking into account the principle of single refusal of security systems or one, independent of initial event of human error, restriction of its effects with the limits set for such accidents are provided;
