The government of the Russian Federation decides:

Approve the enclosed Regulations on the omission through frontier of the Russian Federation and about conditions of stay foreign sea and aircrafts and other vehicles borrowed in fight against the incidents causing pollution by oil and also the personnel, loads, materials and the equipment which are required for fight against such incidents.

Regulations on the omission through frontier of the Russian Federation and about conditions of stay foreign sea and aircrafts and other vehicles borrowed in fight against the incidents causing pollution by oil and also the personnel, loads, materials and the equipment which are required for fight against such incidents

1. This Provision establishes procedure for the omission through frontier of the Russian Federation and condition of stay in the territorial sea, in internal sea waters, in the overland territory and in airspace of the Russian Federation foreign sea and aircrafts and other vehicles borrowed in fight against the incidents causing pollution by oil and also the personnel, loads, materials and the equipment which are required for fight against such incidents (further - resources of reaction of foreign states).

2. For the purpose of receipt of permission to crossing of frontier of the Russian Federation foreign sea, aircrafts and vehicles for participation in transaction on response to the incident which caused pollution by oil, the rescue coordination center of foreign state makes inquiry in the State sea rescue coordination center of "Public Sea Emergency and Rescue Coordination Service of the Russian Federation" federal state institution (further the State sea rescue coordination center), the Russian sea rescue coordination center (further - the center) or the Russian sea rescue subcenter (further - the subcenter) in which search and rescue region operation on response to the incident which caused pollution by oil is performed.

3. In request the following data separately on everyone sea and to the aircraft are specified:

a) reason of crossing of frontier of the Russian Federation;

b) types and names (numbers of International Maritime Organization, board numbers) sea and aircrafts;

c) call signs sea and aircrafts;

d) state accessory sea and aircrafts, and also their owner (owner);

e) surnames and names of captains (commanders) sea and aircrafts;

e) number of crews and service personnel sea and aircrafts;

g) types and the number of the equipment for liquidation of oil spill onboard everyone sea and the aircraft;

h) the name of seaport (airport), and also the check point through frontier of the Russian Federation where also aircrafts assume to go sea;

i) length, width, draft, capacity, maneuverable characteristics and other data about sea and aircrafts;

j) routes and heights of flights of aircrafts;

k) the assumed place (coordinates) and time of crossing of frontier of the Russian Federation;

l) coordinates of the expected area of carrying out transaction on response to the incident which caused pollution by oil.

4. In case of the planned delivery vehicles of foreign state of the equipment for liquidation of oil spill in request specify the following data separately on each unit of the vehicle:

a) reason of crossing of frontier of the Russian Federation;

b) types and registration numbers of vehicles;

c) state accessory of vehicles, and also their owner (owner);

d) surnames and names of drivers of vehicles;

e) the number, surnames and names of the personnel accompanying and servicing reaction resources;

e) types and the number of the equipment for liquidation of oil spill onboard each unit of the vehicle;

g) the planned route, and also the name of seaport (Item) in which the overload of the equipment for liquidation of oil spill on ocean ships is supposed;

h) load-carrying capacity and the greatest dimensions of each unit of the vehicle taking into account load dimensions;

i) the expected check point through frontier of the Russian Federation and the planned arrival time to it;

j) the expected check point through frontier of the Russian Federation in case of the return following.

5. In case of receipt of request for crossing of frontier of the Russian Federation resources of reaction of foreign state the center or the subcenter in which search and rescue area operation on response to the incident which caused pollution by oil immediately is performed confirms receipt of request and transfers him to the relevant border management of Federal Security Service of the Russian Federation (further - boundary body), the zone (district) center of the Single system of air traffic management of the Russian Federation (further - the center of the Single system), territorial customs authority (further - customs authority), and also to the State sea rescue coordination center.

6. The state sea rescue coordination center in case of receipt of request transfers information provided by Items 3 and 4 of this provision and also information on possible terms of the forthcoming calling (vlet, entrance) resources of reaction of foreign state to the Ministry of Foreign Affairs of the Russian Federation, the Ministry of Defence of the Russian Federation (The Air Force, Navy), Federal Security Service of the Russian Federation, the Federal Customs Service and the main center of the Single system.

7. The decision on permission to calling the territorial sea, internal sea waters and ports of the Russian Federation and exit from the territorial sea, internal sea waters and ports of the Russian Federation is transferred to the foreign ocean ships attracted to carrying out transaction on response to the incident which caused the pollution by oil, entrance on the territory of the Russian Federation and departure from the territory of the Russian Federation of vehicles for delivery of service personnel and the equipment for oil spill liquidation issued by boundary body by the center or the subcenter to governing body of Navy and customs authority.

8. The decision on permission on in flight in airspace of the Russian Federation and departure from airspace of the Russian Federation, landing (take-off) in airfields of the Russian Federation to the foreign aircrafts attracted to carrying out transaction on response to the incident which caused the pollution by oil issued by the center of the Single system is reported by the center or the subcenter to governing bodies of the Air Force and Navy, boundary body and customs authority.

9. The center or the subcenter in perhaps short time reports to the rescue coordination center of foreign state about the made decision concerning crossing of frontier of the Russian Federation resources of reaction of foreign state.
