Technical regulation "Requirements to Safety of the Alarm System, Blocking, Communication and Informatization of Movement"

1. Field of application

1. This Technical regulation "Requirements to Safety of the Alarm System, Blocking, Communication and Informatization of Movement" (further - the Technical regulation) establishes requirements to alarm installations, the centralization, blocking, bonds and informatizations of movement of rail transport classified according to classification of goods in the Single commodity nomenclature of foreign economic activity of the Customs union (ETN foreign trade activities CU) given in appendix to the Technical regulation, and also processes of their lifecycle (further - objects of technical regulation).

2. Dangerous factors (risks) which should be avoided are:

1) violation of visibility of signal lights and indications of traffic lights;

2) exceeding of admissible interference level of radio communication;

3) dangerous voltage level in electric circuit and possibility of damage from its negative impact per capita and the environment.

3. Identification of alarm installations, centralization, blocking, communication and informatization of movement is carried out on the following signs and parameters (indicators) characterizing them which are in total sufficient for recognition:

1) compliance of the equipment, devices, the equipment and elements to shipping documents (to commodity transport delivery note, warning notices or signs about dangers and conditions of safe operation, to the passport, serial numbers of products, information provided in the accompanying documentation of the producer);

2) compliance of the equipment, devices, equipment and elements to their technical description, basic performance (parameters and indicators) and belonging to classification group (FEACN CU code);

3) purpose of alarm installations, centralization, blocking, communication and informatization of movement.
