1. Approve the enclosed regulations and rules on ensuring nuclear and radiation safety "Safety in case of the address with sources of ionizing radiation. General provisions".
2. This resolution becomes effective since September 1, 2010.

Approved the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 31, 2010 No. 22
1. Regulations and rules on ensuring nuclear and radiation safety "Safety in case of the address with sources of ionizing radiation. General provisions" (further - Rules) are developed based on the Law of the Republic of Belarus of January 5, 1998 "About radiation safety of the population" (Vedamastsi Natsyyanalnaga to descent the Republic of Belarus, 1998, No. 5, the Art. 25).
2. Rules establish technical and organizational measures, criteria and requirements to ensuring radiation safety in case of the address with sources of ionizing radiation (further - III).
3. Requirements of Rules are obligatory for execution in the territory of the Republic of Belarus by all legal entities and physical persons irrespective of their subordination and patterns of ownership which perform the address with III.
4. Requirements of Rules extend to all work types, performed during the designing, production, conversion, application and storage of III.
5. Requirements for safe transportation of III are regulated by separate rules.
6. Requirements of Rules do not extend to subjects to use of atomic energy and to subjects of the treatment of radioactive waste (further - Russian joint stock company).
7. In Rules terms and determinations in the values determined by the Law of the Republic of Belarus of January 5, 1998 "About radiation safety of the population" are applied.
8. In relation to Rules also following terms and determinations are used:
the device x-ray - the set of the technical means intended for obtaining and use of x-ray emission, consisting of the x-ray generator and devices and accessories relating to it;
safety of III - III property in case of normal operation and violations of normal operation, including accidents to limit radiative effects on workers (personnel), the population and the environment in the limits set by regulations of radiation safety;
biological protection - complex of the designs and materials located around III and intended for weakening of ionizing radiation to biologically safe level;
the block of radionuclide source of radiation (further - BRNI) the structural element of III providing safe operation of III and including radionuclide source, physical barriers (elements of biological protection) and the device for transfer of radionuclide source from storage provision into position and vice versa;
conclusion from operation of III - the activities for implementation of complex of organizational and technical actions excluding further use of III to destination and ensuring safety of personnel, the population and the environment;
the generator of neutrons - the technical device capable to let out neutrons and containing the managed source of the particles bombarding target;
the generator radionuclide - the portable device with local radiation protection for receipt of short-lived radionuclides in the conditions of the organization;
the determined effects - clinically revealed harmful biological effects concerning which existence of threshold below which the effect is absent is supposed and above-weight of effect depends on radiation dose;
the forbidden period - the minimum time between the end of radiation and permission of entrance to the working camera, necessary for reduction of concentration of toxic substances in it up to the set sizes due to its aeration, and also for decrease in levels of radiation from the induced activity of constructional and other materials in the working camera up to the admissible sizes;
x-ray emission - the photon radiation consisting of brake and (or) characteristic radiations;
source radionuclide closed (further - ZRNI) - source of radiation which device excludes intake of the radionuclides containing in it to the environment in the conditions of application and depreciation which it is expected;
source radionuclide opened (further - ORNI) - source of radiation when which using intake of the radionuclides containing in it to the environment is possible;
sources of not used x-ray emission - the devices generating not used x-ray emission;
the sources of low-energy x-ray izlucheniyaustroystvo generating x-ray emission with energy no more than 50 кэВ at the accelerating voltage from 10 to 100 kV (further - NERI sources);
the appointed III service life - service life, including transportation and storage, appointed the manufacturer for the III this type taking into account its design, technical characteristics, results of testing, calculations and operating experience in the established conditions in case of which achievement application of III shall be stopped;
not used x-ray emission (further - NRI) the x-ray emission arising in electrovacuum devices, electron beam, ion-plasma and other installations, electronic microscopes as a result of braking of the electrons accelerated by electric field on electrodes on the processed or researched materials and on others the metal or containing compounds of heavy elements details and being collateral, i.e. not connected with purpose of these devices and installations;
normal operation of III - operation of III in the limits and conditions determined by the III project (or technical documentation);
quality assurance - the planned and systematically performed activities directed to that all works on designing, designing, production, commissioning, operation and conclusion from operation of III were carried out in an established way, and their results met requirements imposed to them;
irradiator - the device providing space arrangement of the closed radionuclide sources of radiation for forming of the set field of ionizing radiation;
