About poultry farming

This Law determines legal, economic and organizational basis of poultry-farming industry and governs the relations connected with activities in this industry.

Chapter 1. General provisions

Article 1. Basic concepts

In this Law the following concepts are used:

- poultry farming - industry which task is cultivation, content and use of different types and breeds of birds for the purpose of production of eggs, meat, feathers, down and other products. Hens, turkeys, ducks, geese, guinea fowls, quails, meat pigeons, ostriches treat such birds;

- the poultry-farming company - the company which is engaged in incubation, reproduction, breeding case, production of eggs and fowl:

- the breeding poultry-farming company - the specialized enterprise which is engaged in cultivation of separate breeds and crosses of birds, maintenance and enhancement of their genetic and productive qualities;

- plemptitsereproduktor of the I procedure - the company specialized on production of parent forms of birds;

- plemptitsereproduktor of the II procedure - the company specialized on cultivation of the hybrid birds received as a result of crossing of two and more genetically differing parent forms;

- the inkubatorno-poultry-farming company - the company specialized on conclusion of young growth of birds.

- cross - complex of highly productive lines which according to certain scheme of crossing give the posterity having rather high rates of productivity;

Article 2. Legislation of the Republic of Tajikistan on poultry farming

The legislation of the Republic of Tajikistan on poultry farming is based on the Constitution of the Republic of Tajikistan and consists of this Law, other regulatory legal acts of the Republic of Tajikistan, and also the international legal acts recognized by Tajikistan.

Article 3. Powers of the Government of the Republic of Tajikistan in poultry-farming industry

Powers of the Government of the Republic of Tajikistan in poultry-farming industry consist from:

- determinations of single state policy in poultry farming industry;

- acceptances of regulatory legal acts on regulation and development of poultry-farming industry;

- determinations of authorized body in poultry farming industry;

- determinations of the main directions of international cooperation in poultry farming industry;

- other powers determined by regulatory legal acts.

Article 4. Powers of authorized body

The authorized body has the following powers:

- conducting single state policy in poultry farming industry;

- development and program implementation on development of poultry-farming industry;

- assistance to development of industry science and to widespread introduction of scientific and technical achievements in poultry-farming industry;

- providing legal protection of objects and subjects of industry of poultry farming;

- development and approval of regulatory legal acts on regulation of activities in poultry-farming industry, methods and methods of assessment and accounting of bird's livestock;

- approval and maintaining register of types, breeds and crosses of birds, preserving and enhancement of genetic and productive properties of birds;

- information support of development of industry.

Chapter 2. Management and organization of poultry-farming industry

Article 5. Objects of poultry-farming industry

Treat objects of poultry-farming industry:

- company for production of eggs and meat;

- breeding poultry-farming company;

- plemptitsereproduktor of I and II procedures;

- inkubatorno-poultry-farming company.

Article 6. Tasks of subjects of poultry-farming industry

The physical persons and legal entities which are engaged directly in production of eggs and meat of birds, incubation, breeding case and reproduction of birds are subjects of poultry-farming industry. Subjects of poultry-farming industry, irrespective of patterns of ownership and accessory, carry out the following tasks:

- technical re-equipment, complex reconstruction and recovery of production capacities of the operating poultry-farming companies, for the purpose of increase in productivity and product quality, decrease in its cost and providing competitiveness;

- development of corporate and cooperative affairs with the grain processing and formula-feed companies;

- enhancement of technology of cultivation and content of birds;

- strengthening of base of production and procurement of food resources at the expense of internal sources, with implementation of technologies of increase in their nutritiousness;

- ensuring requirements of the poultry-farming companies with compound feeds;

- timely holding proper sanitary and veterinary actions;

- assistance to development is scientific - research works and to implementation of advanced technologies;

- creation of the breeding poultry-farming companies and plemptitsereproduktor, including I and II procedure, for the purpose of conducting scientific and selection works;

- removal of breeds, crosses and hybrids of high-productive birds, enhancement of genetic properties and increase in their productivity;

- representation at the scheduled time of the corresponding reports in authorized bodies.

Article 7. Production management

1. The procedure and rules of implementation of activities in poultry-farming industry establishes authorized body.

2. The physical persons and legal entities performing activities in poultry-farming industry shall follow the established procedures and rules of content, feeding, ensuring growth of livestock of birds and veterinary requirements, to contain the rooms provided in their order and the equipment in proper technical, sanitary and ecological condition.

Article 8. Preparation and retraining of specialists and workers of industry

Training of specialists and workers of poultry-farming industry is performed in the following directions:

- training of specialists with the highest professional and average professional educations;

- retraining and advanced training of specialists and workers of poultry-farming industry;

- organization and holding seminars, meetings and conferences on topical issues of development of poultry-farming industry;

- providing specialists of the poultry-farming companies with information and other corresponding materials about the latest nduchny developments.
