About procedure for reference of property of autonomous or budgetary institution to category of especially valuable personal estate

According to Article 9 (2) the Federal Law "About Non-profit Organizations" and article 3 of the Federal law "About Autonomous Organizations" Government of the Russian Federation decides:

1. Determine that types of especially valuable personal estate of autonomous or budgetary institutions can be determined:

a) the federal executive bodies performing functions on development of state policy and normative legal regulation concerning the federal autonomous or budget institutions which are under authority of these bodies or Federal Services and agencies subordinated to these bodies and also federal bodies of the government (state bodies) which management of activities is performed by the President of the Russian Federation or the Government of the Russian Federation, concerning the federal autonomous or budget institutions which are under their authority;

b) according to the procedure, established by the supreme executive body of the government of the subject of the Russian Federation concerning autonomous organizations which are created based on the property which is in property of the subject of the Russian Federation, and budget institutions of the subject of the Russian Federation;

c) according to the procedure, established by local administration concerning autonomous organizations which are created based on the property which is in municipal property and local budgetary institutions.

2. Lists of especially valuable personal estate of autonomous organizations are determined:

a) the federal state bodies performing functions and powers of the founder concerning the autonomous organizations created based on the property which is in federal property;

b) according to the procedure, established by the supreme executive body of the government of the subject of the Russian Federation concerning autonomous organizations which are created based on the property which is in property of the subject of the Russian Federation;

c) according to the procedure, established by local administration concerning autonomous organizations which are created based on the property which is in municipal property.

3. Lists of especially valuable personal estate of budgetary institutions are determined by the relevant organs performing functions and powers of the founder.

4. Determine that in case of determination of lists of especially valuable personal estate of autonomous or budgetary institutions are subject to inclusion in structure of such property:

a) personal estate which book value exceeds:

for federal autonomous and budgetary institutions - the size established by the federal bodies of the government performing functions and powers of the founder concerning the relevant federal autonomous and budgetary institutions in the range from 200 thousand rubles to 500 thousand rubles;

for autonomous organizations which are created based on the property which is in property of the subject of the Russian Federation, and budget institutions of the subject of the Russian Federation - the size established by regulatory legal act of the supreme executive body of the government of the subject of the Russian Federation in the range from 50 thousand rubles to 500 thousand rubles or the state bodies of the subject of the Russian Federation performing functions and powers of the founder concerning the relevant autonomous and budgetary institutions of the subject of the Russian Federation in the interval established by regulatory legal act of the supreme executive body of the government of the subject of the Russian Federation with observance of the specified restrictions if such right is provided by this regulatory legal act to the bodies performing functions and powers of the founder;

for autonomous organizations which are created based on the property which is in municipal property and local budgetary institutions - the size established by regulatory legal act of local administration in the range from 50 thousand rubles to 200 thousand rubles or the local government bodies performing functions and powers of the founder concerning the relevant local autonomous and budgetary institutions in the interval established by regulatory legal act of local administration with observance of the specified restrictions if such right is provided by this regulatory legal act to the bodies performing functions and powers of the founder;

b) other personal estate without which implementation by autonomous or budgetary institution of the core activities provided by its charter will be significantly complicated and (or) which is carried to certain type of especially valuable personal estate according to Item 1 of this Resolution;

c) property which alienation is performed in the special procedure established by the laws and other regulatory legal acts of the Russian Federation including the museum collections and objects which are in federal property and included in structure of the state part of Museum fund of the Russian Federation, and also documents of Archival fund of the Russian Federation and national library stock.

5. Maintaining the list of especially valuable personal estate is performed by budget or autonomous institution based on data of financial accounting of the public (municipal) institutions on full name of the object carried in accordance with the established procedure to especially valuable personal estate, its book value and about accession (accounting) number (in case of its availability).

6. Recognize invalid:

7. This Resolution becomes effective since January 1, 2011.
