1. Approve methodical recommendations about the organization and implementation of production control over observance of requirements of industrial safety on hazardous production facility.

2. To impose control of execution of this order on the vice-chairman of Committee on the state control of emergency situations and industrial safety of the Ministry of Emergency Situations of the Republic of Kazakhstan Vesnin V. N.

3. This order becomes effective from the date of signing.

Methodical recommendations about the organization and implementation of production control over observance of requirements of industrial safety on hazardous production facility

1. Requirements of industrial safety include the conditions, prohibitions, restrictions and other mandatory requirements containing in the laws, other regulatory legal acts, in regulating technical documents which are accepted in accordance with the established procedure and which observance ensures industrial safety.

2. Bringing requirements of industrial safety to the operating organizations provides authorized body in the field of industrial safety.

3. Each operating organization develops regulations on production supervision taking into account profile of production facility.

The regulations on production supervision affirm the head of the operating organization.

4. Production supervision is management system component industrial safety and also ensuring readiness for localization of accidents and incidents and liquidation of their effects is performed by the operating organization by carrying out complex of the actions aimed at providing safe functioning of hazardous production facilities on the prevention of accidents on these objects.

5. The organization and implementation of production supervision are provided by the head of the operating organization and face to which such obligations according to the legislation of the Republic of Kazakhstan are assigned.

6. The main objectives of production supervision are:

1) ensuring compliance with industrial safety in the operating organization;

2) the analysis of condition of industrial safety in the operating organization, including by the organization of conducting the corresponding examinations;

3) development of the measures directed to improvement of condition of industrial safety and prevention of damage third to persons, the environment;

4) control of observance of the requirements of industrial safety established by the laws and others normative, regulatory legal acts;

5) coordination of the works directed to the prevention of accidents, incidents on hazardous production facilities and ensuring readiness for localization of accidents and liquidation of their effects;

6) control of timely carrying out testing and engineering certifications of the technical devices used on hazardous production facilities, repair and checking of control measuring instruments;

7) control of respect for technology discipline.

7. Production supervision in the operating organization is exercised the worker appointed by the decision of the head of the organization or service of production supervision.

8. Functions of person responsible for implementation of production supervision, it is recommended to assign:

on one of deputy managers of the operating organization - if the number of the workers occupied on hazardous production facilities constitutes less than 150 people;

on the appointed worker - if the number of the workers occupied on hazardous production facilities constitutes from 150 to 500 people;

on the head of service of production supervision - if the number of the workers occupied on hazardous production facilities constitutes more than 500 people.

9. The worker exercising production supervision has: the higher technical education corresponding to profile of production facility;

length of service on profile at least 3 years at the corresponding work on hazardous production facility of industry;

the certificate confirming passing of certification for industrial safety.

10. Obligations and the rights of the worker exercising production supervision are determined in regulations on production supervision, and also in the job description and the agreement (contract) signed with this worker.

11. The worker exercising production supervision:

1) is provided by monitoring procedure behind observance by employees of hazardous production facilities of requirements of industrial safety;

2) is developed by the work plan on implementation of production supervision in divisions of the operating organization;

3) performs condition of industrial safety, reveals dangerous factors on workplaces;

4) is annually developed by the actions plan on liquidation or decrease in the striking impact of dangerous production factors based on results of check of condition of industrial safety and certification of workplaces;

5) will organize plan development of actions for localization of accidents and incidents and liquidation of their effects;

6) will organize work on preparation of expertize of industrial safety of hazardous production facilities;

7) is involved in technical investigation of the reasons of accidents, incidents and accidents;

8) carries out the analysis of origins of accidents and incidents on hazardous production facilities and performs storage of documentation on their accounting;

9) controls work on the organization of preparation and employee assessment in the field of industrial safety;

10) participates in implementation of new technologies, technical devices, materials;

11) informs employees of hazardous production facilities information on change of the requirements of industrial safety established normative, regulatory legal acts, provides workers with the specified documents;

Brings 12) to the head of the organization of the offer:

- about holding actions for ensuring industrial safety;

- about elimination of violations of requirements of industrial safety;

- about suspension of the works which are carried out on hazardous production facility with violation of the requirements of industrial safety creating threat of life and to health of workers or works which can lead to accident, incident or to cause damage to the third parties, the environment;

- about discharge from work on hazardous production facility of the persons which do not have the corresponding qualification, who did not have timely training and certification for industrial safety;

- about accountability of persons which violated requirements of industrial safety;

13) holds other events for providing requirements of industrial safety.
