Procedure for making of separate customs transactions when using special customs regime of movement of goods between the military units of the Russian Federation deployed on customs area of the Russian Federation and outside this territory

1. This Procedure is applied in case of customs clearance of goods (military loads) which are at the same time answering to the following conditions:

goods belong to the Armed Forces of the Russian Federation or federal executive bodies in which the legislation of the Russian Federation provides military service;

goods are intended for maintenance of combat readiness and ensuring daily activities of military units of the Russian Federation;

senders and receivers of goods are military units of the Russian Federation.

2. Declaring of military loads is made:

to customs authority in which region of activities the place of arrival of military loads on customs area of the Russian Federation is located, - when importing military loads to customs area of the Russian Federation;

to customs authority in which region of activities there is military unit performing movement of military loads or to customs authority in which region of activities the place of departure of military loads from customs area of the Russian Federation is located, when exporting military loads from customs area of the Russian Federation;

with use as the customs declaration of the military omission which is drawn up in the procedure established by the Ministry of Defence of the Russian Federation (further - the customs declaration).

3. The customs declaration moves:

in one copy - when importing military loads to customs area of the Russian Federation, and also when exporting military loads from customs area of the Russian Federation in case of declaring to customs authority in which region of activities the place of departure of military loads from customs area of the Russian Federation is located;

in duplicate - when exporting military loads from customs area of the Russian Federation in case of declaring to customs authority in which region of activities there is military unit performing movement of military loads.

4. Adoption of the customs declaration makes sure customs authority by assignment of the registration number fixed in register of military loads (appendix to the Procedure) as follows by it:

element 2 - registration date of the customs declaration;

element 3 - sequence number of the customs declaration.

Permission is issued by putting down by the authorized officer of customs authority of print of stamp "Release is resolved", the signature and print of personal number seal on each leaf of the provided copies of the customs declaration, and also on the corresponding copies of transport (transportation) documents (at least two).
