Article 1. Main objectives of this Law

This Law governs the relations in the sphere of the organization of the state statistics, determines powers of bodies of the state statistics and creates normative basis for maintaining single system of statistical information.

Article 2. Legislation on the state statistics

The legislation on the state statistics consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about the state statistics then are applied rules of the international treaty.

Article 3. Main objectives of the state statistics

The main objectives of the state statistics are:

collection, processing, accumulating, storage, generalization, analysis and publication of statistical information on the social and economic phenomena, processes and their results;

providing the single statistical methodology conforming to international standards;

providing state bodies and self-government institutions of citizens, legal entities, public institutions and international organizations, and also public statistical information in accordance with the established procedure;

maintaining system of the economical and statistical qualifiers necessary for the organization of statistical works and Unified state register of enterprises and organizations.

Article 4. Basic principles of the state statistics

The basic principles of the state statistics are:

reliability, objectivity, impartiality;

relevance, comparability and stability;

availability, transparency and openness;

creation of system of the organization of statistical works excluding any intervention in procedure for collection, processing and generalization of the statistical reporting.

Article 5. Bodies of the state statistics

Authorized body of the state statistics is the State committee of the Republic of Uzbekistan according to the statistics.

Bodies of the state statistics are the authorized body of the state statistics and its bodies in the Republic of Karakalpakstan, areas and the city of Tashkent, areas and the cities.

The head of authorized body of the state statistics affirms the President of the Republic of Uzbekistan.

Article 5-1. Authorized body of the state statistics

Authorized body of the state statistics:

develops and performs single policy in the field of the state statistics, provides effective system of its organization;

performs coordination and functional regulation in the field of the state statistics;

develops, claims and implements single statistical methodology and forms of the state statistical observations;

approves forms of departmental statistical observations of bodies of the public and economic board:

provides efficiency, reliability and objectivity of statistics, performs measures for expansion of availability, transparency and openness of statistical information;

keeps the Unified state register of enterprises and organizations;

develops and adopts in accordance with the established procedure regulatory legal acts in the field of the state statistics;

signs in accordance with the established procedure agreements on cooperation with bodies of statistics of other states and the international statistical organizations.

The authorized body of the state statistics can perform also other powers according to the legislation.

Article 6. Rights of bodies of the state statistics

Bodies of the state statistics within the powers have the right:

receive from bodies of the public and economic board, self-government institutions of citizens, banks, other legal entities (in necessary cases of their representations and branches) the state statistical reporting and to use it in the statistical purposes;

make the state statistical observations of activities of legal entities and physical persons, including individual entrepreneurs and use the obtained data in the statistical purposes;

request and receive from bodies of the public and economic board, the state organizations this, necessary for carrying out the state statistical works (at any stage of their development), and also the explanations attached to them;

carry out expertize of completeness, objectivity and reliability of the obtained state statistical data;

in case of identification of violations in the state statistical data to instruct in their elimination and to make the corresponding corrections to aggregated state statistical data;

apply to the officials breaking procedure for submission of the state statistical reporting, measure of administrative punishment according to the law;

receive from the bodies performing state registration of legal entities and individual entrepreneurs, this, necessary for maintaining the Unified state register of enterprises and organizations;

render on contractual conditions statistical, analytical, information, publishing and other services out of the Program of the state statistical works according to the procedure, established by the legislation;

create functional divisions for accomplishment of separate tasks.

Bodies of the state statistics can have also other rights according to the legislation.

Article 7. Obligations of bodies of the state statistics

Bodies of the state statistics shall:

provide respect for the principles of the state statistics and unity of the statistical methodology conforming to international standards;

provide accomplishment of the Program of the state statistical works;

organize the state statistical observations of the course of accomplishment of state programs of social and economic development of the country, its regions, industries and sectors of economy;

organize and provide collection of the state statistical reporting, statistical observations of households, carrying out censuses, one-time accounting, polls, selective monographic and other observations;

provide in accordance with the established procedure with statistical data and analytical information state governing bodies;
