For the purposes of this Law the following main terms and their determinations are used:
safety in the veterinary and sanitary relation – set of the organoleptical, physical, chemical and biological properties of animal products, and also plant products providing veterinary wellbeing in case of their realization by the physical persons who are not individual entrepreneurs (further if other is not provided, – physical persons), in the markets, forages and feed additives established by veterinary health regulations, temporary veterinary (veterinary and sanitary) requirements in case of their introduction, the single veterinary (veterinary and sanitary) requirements and other international legal acts constituting the right of the Eurasian Economic Union in the field of veterinary science;
disease of animals – condition of organism of animal in case of which normal life activity of organism is broken and protective and adaptable mechanisms, arising in case of inadequate conditions of keeping of animal and (or) impact of the causative agent of infectious disease on it of animals which is followed by possibility of transfer to other animals and (or) the person are at the same time shown;
buffer (protective) zone – the territory with the special mode of economic and other activity determined for ensuring veterinary wellbeing in the territory of the Republic of Belarus, its administrative and territorial unit, the territory which is the place of content, cultivation, animal husbandry, by carrying out complex of administrative measures and veterinary actions taking into account epidemiology of disease of animals for the purpose of non-admission of penetration of the causative agent of infectious disease of animals, isolating from contacts with the animals who are in other epizootic situation;
veterinary science – area of the scientific knowledge and practical activities aimed at providing veterinary wellbeing by means of implementation of veterinary activities, including the state supervision of observance of requirements of technical regulations of the Customs union, the Eurasian Economic Union, supervision in the field of veterinary science;
veterinary activities – activities for holding veterinary actions, and also activities for the address of veterinary medicines and application of the veterinary means which are not veterinary medicines;
veterinary laboratory – the legal entity or his structural division having the special equipment and conducting laboratory researches (testing) in the field of veterinary activities;
veterinary wellbeing – conditions of keeping, cultivation, cultivation, movement, realization, slaughter of animals, production, procurement, storage, conversion, movement, sales of products of animal origin in case of which prevention of origin and (or) spread of diseases of animals is provided, the diseases transmitted to the person through animals, animal products (further – diseases, general for the person and animals), adverse effect of factors of the environment on health of animals, including on their productivity;
veterinary and sanitary examination – the researches of animal products, and also plant products conducted using special knowledge in the field of veterinary science in case of their realization by physical persons in the markets;
veterinary health regulations – the technical regulatory legal acts establishing requirements, obligatory for observance, to:
safety in the veterinary and sanitary relation of animal products, and also plant products in case of their realization by physical persons in the markets, forages and feed additives;
safety of the works and services connected with content, cultivation, cultivation, movement, realization, slaughter of animals, utilization, burial, destruction of corpses of animals, animal products, forages and feed additives, production, procurement, storage, conversion and movement of animal products, realization (except for realization in shops and objects of public catering) animal products, production, procurement and storage of forages and feed additives, the address of veterinary medicines;
to carrying out researches in case of veterinary and sanitary examination of animal products, and also plant products in case of their realization by physical persons in the markets;
veterinary and sanitary survey – visual determination of compliance of animal products to the safety requirements established by the legislation in the veterinary and sanitary relation, marking and to accompanying documents;
veterinary documents – the documents issued in accordance with the established procedure, confirming the state of health of animals, compliance of animal products, forages and feed additives to requirements of veterinary health regulations, temporary veterinary (veterinary and sanitary) requirements in case of their introduction, to the single veterinary (veterinary and sanitary) requirements and other international legal acts constituting the right of the Eurasian Economic Union in the field of veterinary science and also their origin from the territory in which emergence of the centers of infectious diseases of animals is not fixed;
veterinary actions – the antiepizootic actions including prevention, diagnosis of infectious diseases of animals and their treatment, prevention, diagnosis of diseases of animals and their treatment, measures for protection of the population against diseases of animals and diseases, general for the person and animals, other measures aimed at providing veterinary wellbeing, and also conducting veterinary and sanitary examination;
veterinary means – veterinary medicines, and also the special devices used when implementing veterinary activities, the equipment, tools and materials;
veterinary medicine – veterinary medicine, disinfecting, disinsection, disacariasis and diagnostic means of veterinary assignment;
the causative agent of infectious disease of animals – the pathogenic microorganisms which are evolutionarily adapted for parasitizing in organism of animal and capable to cause in it specific pathogenic processes and also to be transferred to other animals and (or) the person in case of their contact with the infected animals, animal products, sterns and feed additives, other sources of infectious diseases of animals;
the state veterinary inspector – the official of the public veterinary service given special authority in the field of veterinary activities according to this Law and acts of the President of the Republic of Belarus;
The state register of veterinary medicines – the information resource containing data on the veterinary medicines registered in the Republic of Belarus, and their producers;
The state register of feed additives – the information resource containing data on the feed additives registered in the Republic of Belarus, and their producers;
disacariasis means of veterinary assignment (acaricide) – the substance or mix of substances of biological, biotechnology, mineral or chemical origin intended for destruction and (or) scaring away of pincers which are not coming into direct contact with animals and used in veterinary science;
