1. Approve Regulations on procedure for implementation of the projects/programs of technical assistance in the sphere of prevention of drug addiction and fight against drug trafficking financed by the foreign, international organizations or foreign states, and also other legal entities according to appendix.

2. To the ministries and departments to bring the regulatory legal acts into accord with this resolution in a month.

3. To the Ministry of Foreign Affairs and the Ministry of Justice of the Republic of Uzbekistan to inform the international financial and economic institutions, the foreign government organizations, representations and branches of the international and foreign non-state non-profit organizations this Provision.

4. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan R. S. Azimov.

Regulations on procedure for implementation of the projects/programs of technical assistance in the sphere of prevention of drug addiction and fight against drug trafficking financed by the foreign, international organizations or foreign states, and also other legal entities

I. General provisions

1. This Provision is developed on the basis of the laws of the Republic of Uzbekistan "About drugs and psychotropic substances", "About protection of public health", "About fundamentals of the state youth policy in the Republic of Uzbekistan", "About the principles and guarantees of freedom of information" and other regulatory legal acts of the Republic of Uzbekistan.

2. The provision determines procedure for consideration, examination, realization, monitoring, prolongation, change, suspension, termination, and also termination of projects/programs of technical assistance in the sphere of prevention of drug addiction and the fight against drug trafficking financed by the foreign, international organizations or foreign states and also at the expense of means of internal donors, own means of the state or non-state non-profit organizations of the Republic of Uzbekistan according to the legislation if other is not provided by international treaties of the Republic of Uzbekistan.

Nonresidents of the Republic of Uzbekistan (the foreign, international organizations or foreign states) and residents of the Republic of Uzbekistan (internal donors, the state or non-state non-profit organizations of the Republic of Uzbekistan) can be initiators of projects/programs of technical assistance in the sphere of prevention of drug addiction and fight against drug trafficking.

II. Procedure for consideration and examination of projects / programs of technical assistance in sphere of prevention of drug addiction and fight against drug trafficking

When financing the project/program of technical assistance in the sphere of prevention of drug addiction and fight against drug trafficking (further - the project/program) the foreign, international organizations or foreign states, the initiator sends in accordance with the established procedure the offer on implementation of the project/program to the Ministry of Foreign Affairs of the Republic of Uzbekistan.

In case of financing of the project/program at the expense of means of internal donors, own means of the state or non-state non-profit organizations of the Republic of Uzbekistan the initiator sends in accordance with the established procedure the offer on implementation of the project/program to National information and analysis center for control of drugs under the Cabinet of Ministers of the Republic of Uzbekistan (further - the National center for control of drugs).

4. The initiator of the offer on implementation of the project/program also represents the explanatory note with reasons for feasibility of its realization and specifying of sources of financing and the expected results, and also other conditions.

5. The Ministry of Foreign Affairs of the Republic of Uzbekistan in week time considers the arrived offer on implementation of the project / program financed by the foreign, international organizations or foreign states, and makes the offer in the National center for control of drugs on further possibility of promotion of the project / program.

6. The national center for control of drugs in week time:

carries out expertize of the arrived offer on implementation of the project/program and determines need of further carrying out expert study and feasibility of its realization;

taking into account specifics considered projects/programs, introduces the project/program for examination to the relevant ministries and departments within which competence the questions provided by the project / program are (further - bodies of examination), according to the appendix N 1 to this provision.

7. Bodies of examination of the Republic of Uzbekistan in ten-day time within the competence provide comprehensive study of the project/program and in accordance with the established procedure send expert opinions to the National center for control of drugs.

In necessary cases the National center for control of drugs for receipt of the conclusions about lack of possible negative spiritual and moral, social and economic, legal and other consequences from implementation of the project/program can form working group with involvement of representatives of the competent organizations, certain specialists and independent experts.

8. The national center for control of drugs in week time:

analyzes and generalizes the conclusions of bodies of examination;

in case of removal of examination of the positive conclusions by bodies, introduces the project/program in accordance with the established procedure in State commission of the Republic of Uzbekistan on control of drugs;
