Chapter 1. General provisions

Article 1. Main objectives of consular activities

Article 5. Consular functions

1. Consular functions are understood as powers of consular establishments and consular departments of diplomatic representations of the Russian Federation of protection of the rights and interests of the Russian Federation, citizens of the Russian Federation and the Russian legal entities outside the Russian Federation.

2. Treat consular functions:

1) consideration of questions of citizenship of the Russian Federation and execution of decisions concerning citizenship of the Russian Federation within the powers established by the legislation of the Russian Federation;

2) registration and issue of identity documents of the citizen of the Russian Federation outside the Russian Federation, temporary identity documents of the citizen of the Russian Federation and granting the right to entrance (return) to the Russian Federation, and also documents for entry into the Russian Federation and departure from the Russian Federation foreign citizens and stateless persons (further - the Russian visas), entering of necessary changes into the specified documents, their withdrawal or cancellation according to the procedure, stipulated by the legislation the Russian Federation;

3) implementation of accounting of the citizens of the Russian Federation who are temporarily or constantly living in the territory of the consular district;

4) taking measures to protection of the rights and legitimate interests of the citizens of the Russian Federation who are under arrest, committed to prison, detained or detained and also measures for search of missing persons in the territory of the consular district of citizens of the Russian Federation;

5) rendering assistance to the citizens of the Russian Federation who are in the territory of the consular district in realization of their voting rights in case of elections to federal bodies of the government and the participation right in referendum of the Russian Federation;

6) state registration of acts of civil status;

7) making of notarial actions;

8) consular legalization of the foreign official documents intended for representation in the territory of the Russian Federation;

9) reclamation of the documents concerning the rights and interests of citizens and legal entities;
