About approval of the Regulations on procedure for maintaining the state inventory of waste

(as amended on 19-09-2016)

According to articles 9 and 72 of the Law of the Republic of Belarus of November 26, 1992 "About environmental protection" the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve the enclosed Regulations on procedure for maintaining the state inventory of waste.

2. To the Ministry of Natural Resources and Environmental Protection in three-months time to take measures for implementation of this resolution.

3. This resolution becomes effective in three months after its official publication, except for Item 2, of this resolution which is becoming effective from the date of acceptance.

Regulations on procedure for maintaining the state inventory of waste

1. This Provision establishes procedure for maintaining the state inventory of waste.

2. The state inventory of waste represents the systematized code of the data including the quantity and quality characteristic of waste, data on their use, storage, burial and neutralization.

3. Maintaining the state inventory of waste is performed for the purpose of:

ensuring realization of the main directions state, including scientific and technical, economic and investment, politicians in the field of the address with waste;

the organizations of the control system behind the address with waste;

developments of the state and other programs and actions directed to prevention or reduction of amounts of formation of waste, growth in volumes of their use and ecologically safe placement;

conducting the state environmental assessment of project solutions of the planned economic or other activity;

accomplishment of obligations of the Republic of Belarus on annual provision of the reporting under the Basel Convention on the Control of Trans-boundary Movement of Hazardous Wastes and their removal signed on March 22, 1989 in Basel;

provisions of information on amounts of the formed waste and to the treatment of them to state bodies, the organizations and citizens.

4. The state inventory of waste is created based on the data represented on areas, areas and Minsk:

official statistical information on the treatment of production wastes;

information containing in registers of objects for use of waste, objects of storage, burial and neutralization of waste;

information on results of inventory count of the polychlorinated biphenyls;

information of the Ministry of Housing and Public Utilities on amounts of formation of firm utility consumer wastes, export and burial of solid utility waste, including from the population and legal entities, about quantity prepared (purchased) and delivered to the overworking organizations of secondary raw materials.

The Ministry of Housing and Public Utilities till April 15 of the year following reporting represent to the Ministry of Natural Resources and Environmental Protection (daleeminpriroda) information specified in paragraph five of part one of this Item necessary for maintaining the state inventory of waste, in the forms approved by Ministry for Protection of the Environment and Natural Resources.

5. The state inventory of waste is kept in the form of the database in electronic form and on paper. The structure of the database of the state inventory of waste is approved by Ministry for Protection of the Environment and Natural Resources.

6. The state inventory contains data on areas, areas and Minsk:

about amounts of education, storage, burial, neutralization and use of production wastes by types and classes of danger;

about amounts of education, use, neutralization and burial of solid utility waste;

about the objects for use of waste, objects of storage, burial and neutralization of waste put into operation;

about amount of the secondary raw materials prepared, purchased and transferred to use.

7. Maintaining the state inventory of waste is performed by Ministry for Protection of the Environment and Natural Resources.

8. Maintaining the state inventory of waste includes:

 information collection from state bodies and other organizations;

the analysis and systematization of collected information according to structure of the database;

forming and updating of the database of the inventory of waste;

preparation and publication of newsletters.

9. The database of the state inventory of waste is updated annually till June 15 of the year following reporting.

10. Maintaining the state inventory of waste is performed at the expense of means of the state trust budget republican fund of conservation.

11. Data of the state inventory of waste have open character, except for the data carried by the legislation to the state secrets, and also information which is subject to limited provision or distribution according to the legislation.

12. Information exchange of the state inventory of waste with other information resources is performed according to the resolution of Council of Ministers of the Republic of Belarus of May 26, 2009 No. 673 "About some measures for implementation of the Law of the Republic of Belarus "About information, informatization and information security" and about recognition voided some resolutions of Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2009, No. 134, 5/29836).
