About the mountain territories of the Kyrgyz Republic

The purpose of this Law is creation of social and economic and legal base for sustainable development of the mountain territories of the Kyrgyz Republic, preserving and rational use of natural resources, historical, cultural and architectural heritage. The law shall become basis for regulation of activities of people in the mountain territories.
Subjects of state regulation of mountain development are:
- President of the Kyrgyz Republic;
- Jogorku Kenesh of the Kyrgyz Republic;
- Government of the Kyrgyz Republic;
- local government bodies.
The procedure for participation of subjects of state regulation in the course of mountain development is determined by the Constitution, the laws and other regulatory legal acts of the Kyrgyz Republic.
The government of the Kyrgyz Republic annually prepares and represents the report on results of social and economic development of the mountain territories of the Kyrgyz Republic to Jogorku Kenesh of the Kyrgyz Republic.

State regulation of mountain development - the system of corrective actions of financial, social, investing, foreign economic and other activities of public authorities of the Kyrgyz Republic, local government bodies directed to the steady and balanced functioning of the mountain territories, improvement of quality and increase in level of living of inhabitants of mountainous areas.
Priorities of state regulation of development of the mountain territories - reasonable, the most significant and the states of activity of public authorities of the Kyrgyz Republic and local government bodies determined by strategic objectives of domestic and foreign policy on enhancement of the relations connected with the mountain territories during certain period of time.
Tools of the state mountain policy - the target development programs of the mountain territories with use of financial, social, external economic, investment state policy applied in each certain area of the Kyrgyz Republic.
The target development program of the mountain territories - the complex of actions (works) of legal, organizational, economic, financial, social nature aimed at the development of infrastructure, social and economic, natural and resource potentials of the mountain territories of the Kyrgyz Republic and providing them by financial and other appliances interconnected on content, accomplishment terms, resources and contractors.
Monitoring of the mountain territories - the permanent system of accounting, collection, the analysis and distribution of information used for reasons for priorities, determination of tasks, identification of the conflicts, the factors constraining realization of the state mountain policy.
External borders of the mountain territories of the Kyrgyz Republic are determined according to the current legislation of the Kyrgyz Republic, internal - the Government of the Kyrgyz Republic.
The list of mountain settlements is determined by Jogorku Kenesh of the Kyrgyz Republic by representation of the Government of the Kyrgyz Republic according to the current legislation.
The mountain territories of the Kyrgyz Republic are subdivided into the following:
The lower mountain territories - to 1500 meters above sea level;
The average mountain territories - from 1500 to 2000 meters above sea level;
The upper mountain territories - 2000 and more meters above sea level.
Economic and economic activity of physical persons and legal entities in the lower, average and upper mountain territories are regulated by current laws of the Kyrgyz Republic.
The environmental management mode in especially protected natural territories (national and natural parks, natural monuments, dendrology parks and botanical gardens, clinics and improving resorts) is determined according to the legislation of the Kyrgyz Republic.
