1. Approve the enclosed Rules of provision of monthly allowance on child care in double size before achievement of three years by the child of age to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP.

2. To make to the Ministry of Labour and Social Protection of the Russian Federation with participation of the Ministry of Finance of the Russian Federation and Social Insurance Fund of the Russian Federation explanations concerning application of the Rules approved by this Resolution.

3. This Resolution becomes effective from the date of its official publication and extends to the legal relationship which arose since January 1, 2005.

Rules of provision of monthly allowance on child care in double size before achievement of three years by the child of age to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP

1. These rules determine procedure for provision of monthly allowance by child care in double size before achievement of three years by the child of age (further - benefit) to the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP (further - citizens).

2. The benefit is provided to citizens according to the procedure, provided for appointment and payment of monthly allowance for child care by the Ministry of Labour and Social Protection of the Russian Federation taking into account the features established by these rules.

3. The benefit is provided to the citizens specified in article 13 of the Federal law "About Public Welfare Payments to the Citizens Having Children":

a) constantly living (working) in the territory of accommodation zone with the right to settling out;

b) constantly living (working) in the territory of accommodation zone with the preferential social and economic status;

c) constantly living (working) in settling out zone before their resettlement to other areas.

4. The benefit is provided till day of achievement of three years by the child of age.

5. Provision of benefit is performed in the place of submission by the citizen of the statement for purpose of benefit: in the organization for place of employment (service) or for the residence - in the body in the field of social protection of the population authorized by public authority of the subject of the Russian Federation according to the legislation of the subject of the Russian Federation (further - body in the field of social protection of the population).

6. The payment procedure to citizens of child care allowance aged from one and a half up to three years is established by regulatory legal acts of subjects of the Russian Federation.

7. For provision of child care allowance aged from one and a half up to three years of the organization for place of employment of citizens create the list in which are specified:

a) surname, name, middle name of person receiving benefit;

b) number, month, year of birth of the child;

c) the benefit size (it is specified in figures and copy-book);

d) details of the organization for place of employment of person receiving benefit, details of the organization of federal mail service for the permanent residence of the person receiving benefit, or account details, opened according to the statement of this person in credit institution.

7(1). The list specified in Item 7 of these rules is signed by the head of the organization for place of employment of person receiving benefit, certified by seal (in the presence of seal) and monthly it is submitted in body in the field of social protection of the population for place of employment of person receiving benefit.

9. Financial provision of the expenses connected with allowance payment is performed:

to citizens during child care leave before achievement of one and a half years by the child of age - by the fund of social insurance of the Russian Federation and means of the federal budget transferred into the budget of Social Insurance Fund of the Russian Federation for allowance payment in the amount of, exceeding the size of monthly allowance on child care established by the Federal Law "About Public Welfare Payments to the Citizens Having Children" within the means provided to the Ministry of Finance of the Russian Federation in the Federal Law on the federal budget for the corresponding year on the subsection "Interbudget Transfers to Budgets of State Non-budgetary Funds" of the Section "Interbudget Transfers" of classification of budgets expenses of the Russian Federation;

to the citizens specified in paragraphs second and third this Item during child care aged from one and a half up to three years - at the expense of means of the federal budget within the means provided to Federal Service for Labour and Employment in the Federal Law on the federal budget for the corresponding year;
