The government of the Russian Federation decides:

1. Create single interdepartmental information and statistical system.

2. Approve the enclosed Regulations on single interdepartmental information and statistical system.

3. Determine that:

operator of single interdepartmental information and statistical system is the Ministry of digital development, communication and mass communications of the Russian Federation;

coordinator of single interdepartmental information and statistical system is the Federal State Statistics Service.

4. Provide to the Ministry of Telecom and Mass Communications of the Russian Federation:

a) together with Federal State Statistics Service commissioning till January 1, 2011 of single interdepartmental information and statistical system and its further functioning;

b) technological capability of inclusion by subjects of the official statistical recording of official statistical information in structure of the official state information statistical resources entering single interdepartmental information and statistical system.

5. To subjects of the official statistical recording to include official statistical information in structure of the official state information statistical resources entering single interdepartmental information and statistical system according to the federal plan of statistical works.

6. Financial provision of the expenses connected with implementation of this Resolution in 2010 is performed within budgetary appropriations on execution of the operating payment commitments provided to Federal State Statistics Service and the Ministry of Telecom and Mass Communications of the Russian Federation in the federal budget for 2010 on management and management in the sphere of the established functions.

7. To the Ministry of Finance of the Russian Federation and the Ministry of Economic Development of the Russian Federation by preparation of the federal law draft about the federal budget for 2011 and for planning period to provide allocation of budgetary appropriations:

a) To the Ministry of Telecom and Mass Communications of the Russian Federation - on ensuring operation and functioning of single interdepartmental information and statistical system;

b) To Federal State Statistics Service - on organizational and methodical ensuring functioning of single interdepartmental information and statistical system.

Regulations on single interdepartmental information and statistical system

1. This Provision determines the creation purposes, appointment, the principles of functioning and structure of single interdepartmental information and statistical system (further - interdepartmental system), circle of her participants, their powers and obligation.

2. The interdepartmental system represents the state information system uniting the official state information statistical resources created by subjects of the official statistical recording within implementation of the federal plan of statistical works (further - statistical resources).

3. The interdepartmental system is created for the purpose of ensuring access with use of the Internet of state bodies, local government bodies, legal entities and physical persons (further - users of interdepartmental system) to official statistical information, including metadata, created according to the federal plan of statistical works.

4. Access to the official statistical information included in structure of the statistical resources entering interdepartmental system is performed on non-paid and non-discriminatory basis.

5. The interdepartmental system intends for:

a) the consolidation of statistical resources promoting their effective use in case of acceptance of management decisions and forecasting;

b) provisions to users of interdepartmental system of access to official statistical information in electronic form;

c) possibility of submission of official statistical information in the state information systems.

6. Functioning of interdepartmental system is based on the following principles:

a) relevance, availability and openness of official statistical information;

b) unity of formats and technologies of submission of official statistical information;

c) use of single methodology of forming of metadata by subjects of the official statistical recording;

d) application of single normative and reference information and all-Russian qualifiers of technical and economic and social information;

e) unity of organizational and methodical providing;

e) use of the digital signature for ensuring accuracy of the information;

g) possibility of integration of interdepartmental system with other state information systems.

7. The interdepartmental system consists of program technical means central and departmental segments and includes the departmental statistical resources containing the official statistical information created by subjects of the official statistical recording, metadata, reference books, qualifiers and other necessary information support.

8. Use of the program technical means of the central segment using infrastructure of the all-Russian state information center provides:

a) placement, updating and control of filling of departmental statistical resources;

b) forming and maintaining database of official statistical information;

c) provision of access to official statistical information;

d) possibility of use of the digital signature;

e) integration with other state information systems.

9. Use of program technical means of departmental segment provides interaction of the subject of the official statistical recording with program technical means of the central segment for the purpose of forming and updating of official statistical information in departmental statistical resource of interdepartmental system.

10. Participants of interdepartmental system are:

a) coordinator of interdepartmental system;

b) operator of interdepartmental system;

c) subjects of the official statistical recording;

d) users of interdepartmental system.

11. Coordinator of interdepartmental system:

a) provides maintaining the register of the indicators of official statistics which are subject to inclusion in the statistical resources entering interdepartmental system;

b) performs monitoring of placement and updating of official statistical information;

c) performs monitoring of observance of single technique of forming of metadata;

d) performs monitoring of use of current versions of qualifiers and reference books;

e) determines procedure for placement and updating of official statistical information;

e) interacts with the operator for the purpose of ensuring functioning and development of interdepartmental system;

g) represents annually, till February 1, to the Government of the Russian Federation the report on placement and updating of official statistical information by subjects of the official statistical recording.
