1. Approve the enclosed Rules of establishment of the size of expenses on materials and spare parts in case of restoring repair of vehicles.

2. This Resolution becomes effective after 3 months from the date of its official publication.

Rules of establishment of the size of expenses on materials and spare parts in case of restoring repair of vehicles

I. General provisions

1. These rules establish procedure of payments of the size of expenses on materials and spare parts in case of restoring repair of vehicles.

2. Restoring repair is appointed for rectification of faults of the vehicle which reason the road accident is. The list of the specified damages is determined on the basis of results of survey of the damaged vehicle and (or) independent technical expertize of the vehicle.

3. The size of expenses on materials and spare parts in case of restoring repair of the vehicle is calculated:

a) for date of the road accident;

b) taking into account conditions and geographical boundaries of the goods markets of the materials and spare parts corresponding to the place of the road accident.

4. Determination of the nomenclature of components (details, nodes and aggregates) which are subject to replacement and establishment of the size of expenses on spare parts is carried out taking into account characteristics and restrictions of the goods markets of spare parts (delivery only in set, delivery of separate elements only assembled, sale of aggregates only on condition of exchange for repair stock including its cost, sale of spare parts only under rush (delivery), etc.).

5. The size of expenses on spare parts is determined taking into account depreciation of components (details, nodes and aggregates) which are subject to replacement in case of restoring repair of the vehicle. Depreciation is the indicator characterizing relative loss of cost of components (details, nodes and aggregates) of the vehicle in use.

II. Calculation of the size of expenses on materials in case of restoring repair of the vehicle

Calculation of the size of expenses is carried out concerning materials on which impact in the course of restoring repair of the vehicle, and also materials which in the course of restoring repair according to its technology change physical or chemical condition of the main operational materials is performed (hardeners, solvents, thinners, etc.).

The cost of one unit of the material i-go of type is calculated as the weighted average value of its price taking into account shares of business entities (sellers) in the goods market of this material.

9. The specific consumption rate of the material i-go of type is calculated as the average value determined by data of the producers of such material presented at the goods market of this material.

10. The quantity of the repair units (quantity of details, nodes, aggregates, kilograms, meters, sq.m, etc.) subjected to restoring repair with use of the material i-go of type is determined by results of survey of the vehicle and (or) independent technical expertize of the vehicle according to the regulations, rules and procedures of repair of vehicles established by manufacturers of vehicles taking into account conditions of their operation.

III. Calculation of the size of expenses on spare parts in case of restoring repair of the vehicle

The quantity and the nomenclature of components (details, nodes and aggregates) which are subject to replacement in case of restoring repair of the vehicle are established by results of its survey and (or) independent technical expertize according to the regulations, rules and procedures of repair of vehicles established by manufacturers of vehicles taking into account conditions of their operation.

12. The size of expenses on spare parts in case of restoring repair of the vehicle is calculated by the following formula:
