Based on paragraphs of the third and fourth of article 8 of the Law of the Republic of Belarus of November 9, 2009 "About the state environmental assessment" the Council of Ministers of the Republic of Belarus DECIDES:

1. Approve enclosed:

Regulations on procedure for conducting the state environmental assessment;

Regulations on procedure for evaluating impact on the environment.

2. Make changes to the following resolutions of Council of Ministers of the Republic of Belarus:

2.1. ceased to be valid according to the Resolution of Council of Ministers of the Republic of Belarus of 17.02.2012 No. 156

Regulations on procedure for conducting the state environmental assessment

Chapter 1. General provisions

1. This Provision determines procedure for conducting the state environmental assessment by objects of the state environmental assessment.

2. In this Provision the main terms and their determinations in the values established by the Law of the Republic of Belarus of July 5, 2004 "About architectural, town-planning and construction activities in the Republic of Belarus" are used (The national register of legal acts of the Republic of Belarus, 2004, No. 109, 2/1049) and the Law of the Republic of Belarus of November 9, 2009 "About the state environmental assessment" (The national register of legal acts of the Republic of Belarus, 2009, No. 276, 2/1606).

Chapter 2. Procedure for the organization and conducting the state environmental assessment of project or other documentation

The state environmental assessment is carried out based on the statement of the customer or the project organization by authorized officers of the Ministry of Natural Resources and Environmental Protection (further - Ministry for Protection of the Environment and Natural Resources) and its regional (Minsk city) committees of natural resources and environmental protection (further - regional (Minsk city) committees).

4. Objects of the state environmental assessment is project and other documentation on the planned economic and other activity (further - project and other documentation).

4.1. Treat the project documentation:

town-planning projects of general, special and detailed planning, architectural projects of building of the territories (daleegradostroitelny projects);

reasons for investment into construction, architectural and construction projects for the objects specified in part one of article 13 of the Law of the Republic of Belarus "About the state environmental assessment" (except for routine maintenance and overhaul repairs of such objects);

drafts of territorial complex schemes of rational use of natural resources and environmental protection;

projects of the water protection zones and coastal strips of water objects.

4.2. Treat other documentation:

drafts of concepts, forecasts, programs and schemes of industry development which implementation is connected with use of natural resources and (or) can make impact on the environment;

projects of maintaining hunting economy, fish-breeding and biological reasons, biological reasons for stocking of fishing grounds, biological reasons on procurement and (or) purchase of the wild animals who are not belonging to subjects to hunting and fishery, and also change and amendment to the specified projects and reasons;

forest management projects, and also changes and amendments to these projects;
