About approval of General rules of hygiene of foodstuff
According to provisions of the Law on the state supervision of public health No. 10-XVI of February 3, 2009. (The official monitor of the Republic of Moldova, 2009, No. 67, the Art. 183), the Law on veterinary and sanitary activities No. 221-XVI of October 19, 2007. (The official monitor of the Republic of Moldova, 2008, No. 51-54, of the Art. 153), with subsequent changes and amendments, and the Law on foodstuff No. 78-XV of March 18, 2004. (The official monitor of the Republic of Moldova, 2004, No. 83-87, of the Art. 431), and also for the purpose of providing consumers with harmless, safe and high-quality foodstuff the Government DECIDES:
1. Approve General rules of hygiene of foodstuff (are applied).
2. To impose control over the implementation of this Resolution on the Ministry of Agriculture and the food industry and the Ministry of Health within warrants of law.
3. This Resolution becomes effective in 18 months from the date of publication in the Official monitor of the Republic of Moldova.

These rules are brought into accord with provisions of Regulations of the European Parliament and Council of Europe No. 852/2004 of April 29, 2004 on hygiene of foodstuff (The statement of the European Union of April 30, 2004, No. L 139, p. 1) changed by Regulations of the European Commission No. 1019/2008 of October 17, 2008. (The official magazine of the European Union of October 18, 2008, No. L 277, p. 7), and also with provisions of Regulations of the European Commission No. 2074/2005 of December 5, 2005. 1. General rules of hygiene of foodstuff (in dalneyshempravil) establish general regulations of hygiene of foodstuff for the economic agents performing activities in the field of food especially considering the following principles:
a) the main responsibility for safety of foodstuff is conferred on the economic agent performing activities in the field of food;
b) safety of foodstuff on all food chain, since raw materials production;
c) maintenance of chain of refrigerating storage for foodstuff which can safely be stored in case of ambient temperature, especially for frozen goods;
d) universal implementation of the procedures based on the principles of HACCP (Hazard Analysis and Critical Control Point - the Analysis of threats and critical points of control), along with application fair the practician of hygiene;
e) development and observance of instructions of fair production - important instruments of support of the economic agents performing activities in the field of food at all stages of food turnover, according to rules of hygiene of foodstuff, using the principles of HACCP;
f) establishment of the microbiological criteria and requirements for control of temperature based on scientific assessment of threats;
g) ensuring compliance of the imported foodstuff to national standards of foodstuff, the equivalent European.
2. These rules are applied to all production phases, conversions and distributions of foodstuff, and also to export, without mentioning specific requirements to hygiene of foodstuff.
3. These rules are not applied to:
a) to primary production for private house consumption;
b) to house preparation, processing and storage of foodstuff for private house consumption;
