1. Approve the Veterinary health regulations concerning the offal of animal origin which is not intended for consumption by the person (are applied).

2. To impose control over the implementation of this Resolution on the National agency on safety of foodstuff.

The veterinary health regulations concerning the offal of animal origin which is not intended for consumption by the person

Chapter I. General provisions

1. The veterinary health regulations concerning the offal of animal origin which is not intended for consumption by the person (further - Rules), establish veterinary health requirements to procurement, transportation, manipulation, conversion, use or removal of the offal of animal origin which is not intended for consumption by the person and also their placement in the market, for the purpose of decrease and exception of any risks which they can represent for health of animals and public health, including the prevention of origin and spread of infectious diseases among animals.

2. These rules do not extend on:

a) not processed forages for room animals from shops of retail trade or from the rooms which are near realization Items where cutting and storage are made only for direct sale to the consumer in the place of consumption;

b) the milk and colostrum in liquid form removed or used on origin farm;

c) the whole flourishes or parts of wild animals who are not suspected of infection with the diseases which are transmitted to the person and animals, except for the fishes unloaded for commercial purposes and hulks or parts of the wild animals used for realization as hunting trophies;

3. In these rules the used basic concepts have the following values:

storage centers - objects for procurement and processing of the specific offal of animal origin intended for feeding of the animals specified in Item 26 of these rules;

food (kitchen) wastes - all waste received from restaurants, public kitchens and dining rooms, including the central dining rooms and table farms;

fish meal - the processed animal protein received from marine animals, except for marine mammals;

tallow drippings - the fat received from conversion of primary raw materials 2 or 3 of category;

gelatin - proteins natural, soluble, zhelatinizovanny or nezhelatinizovanny, received by way of partial hydrolysis of collagen from bones, the crude or processed leather, sheaves and fibrous tissue of animals (including fishes and poultry);

forage for room animals - the forage for room animals containing offal 3 categories;

concentrated food for room animals - forage for room animals, except not processed forage for room animals which was exposed to processing according to these rules;

installation for production of forages for room animals - unit on production of forages for room animals or products for gryzeniye for dogs in whom offal of animal origin is used;

biogas installation - installation in which there is biodegradation of animal products in anaerobic conditions for the purpose of production and procurement of biogas;

intermediate installation 1 or 2 of category - object on which not processed raw materials 1 or 2 of category are manipulated and/or is temporarily stored for the purpose of further transportation to final assignment and on which certain preliminary processes, such as department and processing of crude skin and carrying out posthumous researches can proceed; the overworking installation of 1 category - object on which raw materials of 1 category before final elimination are processed;

maslokhimichesky installation 2 categories - object for conversion of the tallow drippings received from material 2 categories in accordance with the terms, the established these rules;

the overworking installation 2 categories - object on which raw materials 2 categories before final elimination, transformation or subsequent use are processed;

intermediate installation 3 categories - object on which raw materials 3 categories are sorted and/or settles accounts and/or refrigerated in blocks and/or it is temporarily stored for the purpose of transportation to final assignment;

maslokhimichesky installation 3 categories - object for conversion of the tallow drippings received from raw materials 3 categories;

the overworking installation 3 categories - installation in which raw materials 3 categories turn into the processed animal protein and other processed products which can be used as forages;

installation for burning - the zone for elimination (destruction) consisting of stationary or mobile installation which main objective is energy production or materials which uses waste as regular or additional fuel or in which waste is exposed to heat treatment for the purpose of their elimination (destruction);

technical installation - installation in which offal of animal origin is used for production of technical products;

installation for composting - installation in which there is biodegradation of animal products in anaerobic conditions;

installation for storage - installation, except objects and intermediate installations in which the processed products before their final use or elimination are temporarily stored;

burning - destruction of the offal of animal origin which is not intended for consumption by the person or their derivative products, in installation for burning;

installation for burning - equipment or the stationary or portable technical unit which is specially intended for heat treatment (burning by oxidation or any other procedure of heat treatment, for example, pyrolysis, plasma gasifying or transformation, in that measure in which the received substances then are burned) with recuperation or without recuperation of the energy emitted when burning;

installation for burning of low power - installation for burning by capacity less than 50 kg of offal of animal origin an hour;

installation for burning of big capacity - installation for burning, except installation for burning of low power;

organic fertilizers or improvers of the soil - the materials of animal origin used separately or in combination for maintenance or improvement of power supply of plants or physical and chemical properties and biological activity of soils; they can include manure, digestive tract content, composts and remaining balance of digestion;

batch - the unit of production made by one installation in identical working conditions or several such units if they are stored together which can be identified for the purpose of withdrawal and conversion or destruction if results of the made analyses are specified it;

material of 1 category - the offal of animal origin which is not intended for consumption by the person, specified in Item 5 of these rules;

material 2 categories - the offal of animal origin which is not intended for consumption by the person, specified in Item 8 of these rules;

material 3 categories - the offal of animal origin which is not intended for consumption by the person, specified in Item 11 of these rules;

raw materials for forages - the processed animal protein, products from blood, tallow drippings, fish oil, derivative fats, gelatin and hydrolytic proteins, dicalcium phosphate, milk, dairy products and colostrum;

products from blood - the products received from blood or components of blood, except for blood meal; they include the refrigerated / liquid plasma, whole dry blood, dry / zamorozhenye liquid erythrocytes or their compound and mixes;
