Approve the enclosed Regulations on features of assessment of conformity of products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access, and products (works, services) protected in accordance with the legislation of the Russian Federation, data on which are the state secret, the Russian Federation intended for operation in foreign institutions, and also processes of its designing (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial.

1. This Provision establishes features of assessment of conformity of products (works, services) used for the purpose of protection of the data which are the state secret or carried to other information of limited access protected in accordance with the legislation of the Russian Federation (further - other data of limited access), and products (works, services), data on which are the state secret, the Russian Federation intended for operation in foreign institutions, and also processes of its designing (including researches), productions, constructions, installation, adjustment, operation, storage, transportation, realization, utilization and burial (further respectively - products (works, services), processes).

2. The concepts used in this Provision mean the following:

"foreign institutions of the Russian Federation" - the organizations of the Russian Federation which are outside the territory of the Russian Federation (diplomatic representations, consular establishments, representations of the Russian Federation under the international, interstate and intergovernmental organizations, the trade missions of the Russian Federation, representation of federal executive bodies), accredited in adoptive state;

"information security" - complex of the legal, organizational and technical measures aimed at providing protection of the data which are the state secret and (or) other data of limited access from illegal distribution, provision of access, destruction, modifying, blocking, copying, other wrongful acts concerning such data;

"test laboratory (center)" - the legal entity accredited in accordance with the established procedure for carrying out researches (testing) and measurements of products;

"mandatory requirements" - the requirements, obligatory for application and execution, in the field of technical regulation imposed to products (works, services), and also to processes, established by regulatory legal acts of the Russian Federation, regulatory legal acts of the federal executive body authorized in the field of foreign intelligence, accepted within its competence and the documents in the field of standardization establishing the specified requirements;

"certification body" - the legal entity accredited in accordance with the established procedure for performance of works on obligatory certification of products;

"products" - technical, program, program technical means (complexes, systems) of processing, accumulating, the storages and data transmission used for the purpose of protection of the data which are the state secret and (or) other data of limited access, means in which they are realized, and also control facilities of efficiency of information security;

"work" - the activities directed to development and (or) practical application of methods, methods and means of information protection, which are carried out for the purpose of protection of the data which are the state secret and (or) other data of limited access which results have material expression and can be implemented for requirements satisfaction of foreign institutions of the Russian Federation;

"service" - the activities aimed at providing protection of the data which are the state secret and (or) other data of limited access which results have no material expression and are implemented in the course of implementation of such activities;

"requirements for information security" - obligatory for application and execution of the requirement in the field of information security by not cryptographic methods, established by regulatory legal acts of the Russian Federation, regulatory legal acts of the federal executive body authorized in the field of foreign intelligence, accepted within its competence and documents in the field of standardization.

3. Assessment of conformity of products (works, services) and processes is performed for the purpose of determination of their compliance to the established mandatory requirements and (or) requirements for information security (further - assessment of conformity).
