1. Approve the enclosed technical regulation of the Republic of Belarus "Fertilizers. Safety" (TP2010/014/BY) (further - the technical regulation) and to enact it since July 1, 2011.
2. To the state committee on standardization to approve the list of the state standards connected with the technical regulation and to provide its permanent updating.
3. To the Belarusian state concern on oil and chemistry together with the State committee on standardization and by another interested to develop and approve the actions plan on enforcement of the technical regulation.
4. To provide to republican state bodies till July 1, 2011 reduction of the technical regulatory legal acts in compliance with this resolution.
5. This resolution becomes effective from the date of its official publication.

1. This technical regulation establishes requirements to fertilizers (further - fertilizers) for the purpose of protection of life and health of the person, property, environmental protection, and also the prevention of actions, the misleading consumers (users) concerning their assignment and safety.
2. This technical regulation extends to the fertilizers intended for market circulation of the Republic of Belarus irrespective of country of source which types are given in appendix 1 to this technical regulation.
For the purposes of this technical regulation the following terms and their determinations are applied:
type of fertilizers - classification of fertilizers depending on active ingredient and aggregate state;
the manufacturer - the legal entity, including foreign, or the individual entrepreneur, the production and (or) realization of fertilizers performing on its own behalf and responsible for their compliance to safety requirements;
the importer - the resident of the Republic of Belarus who signed with the nonresident of the Republic of Belarus the agreement in foreign trade on transfer of fertilizers enabling the realization of these fertilizers and bearing responsibility for their compliance to safety requirements of this technical regulation;
fertilizer - the fertilizer of industrial or fossil origin containing nutrient elements in the form of inorganic chemical compounds;
the address of fertilizer in the market - the movement of fertilizer from the manufacturer (the packer, the importer) to the consumer (user) including all processes after its production;
placement of fertilizer in the market - provision by the manufacturer (the authorized representative of the manufacturer, the importer) of fertilizer for its release into the stream of commerce;
regulators of growth of plants - the organic compounds (the natural substances and synthetic medicines applied when processing crops) which are stimulating or slowing down processes of growth and development of plants and not leading of them to death;
fertilizer - the substance providing plants with nutrient elements and intended for increase in soil fertility;
the authorized representative of the manufacturer - the legal entity, including foreign, or the individual entrepreneur, registered in accordance with the established procedure in the Republic of Belarus and authorized by the manufacturer on implementation of actions from his name in case of confirmation of conformity of fertilizers and placement them in the market, responsible for compliance of fertilizers to safety requirements of this technical regulation.
1. Fertilizers are placed in the market of the Republic of Belarus in case of their compliance to this technical regulation, and also other technical regulations which action extends to them.
2. Placement in the market of the Republic of Belarus of fertilizers which compliance to requirements of this technical regulation is not confirmed is not allowed.
3. The fertilizers placed in the market of the Republic of Belarus shall undergo the state registration and to be entered in the State register of remedies of plants (pesticides) and fertilizers allowed for use in the territory of the Republic of Belarus.
4. The regulators of growth of plants brought in fertilizers as additives shall undergo the state registration and to be entered in the State register of remedies of plants (pesticides) and fertilizers allowed for use in the territory of the Republic of Belarus.
5. The fertilizers placed in the market of the Republic of Belarus shall be marked by mark of conformity to this technical regulation.
1. The fertilizers placed in the market of the Republic of Belarus shall be made so that in case of their application it was to destination provided:
lack of risk for life and health of the person from radiation and chemical dangers;
damnification exception to the environment.
2. Regulations of radiation and chemical safety of fertilizers are given in appendix 2.
3. Placement in the market of the Republic of Belarus of fertilizers without material safety data sheets developed by the manufacturer is not allowed.
4. Doses of fertilization shall not exceed the regulations developed in accordance with the established procedure.
5. The manufacturer, the authorized representative of the manufacturer, the importer shall provide timely to the consumer reliable information about fertilizers for the purpose of possibility of their right choice and proper use.
6. Marking of the packed-up fertilizers intended for retail trade shall contain the following information:
the name of fertilizer corresponding established in technical regulatory legal acts (further - TNPA) and its assignment;
name and content of active ingredient;
the name (trade name) of the manufacturer and his location (legal address, including the name of the country);
trademark of the manufacturer;
designation TNPA according to which fertilizer is made and delivered;
brand, structure, preparative form of fertilizer;
nominal amount of the packed-up fertilizer (weight or amount);
data on safety on TNPA;
handling instructions on state standards of the Republic of Belarus;
recommendations about use of fertilizer;
number of the state registration of fertilizer;
registration number of the tare label;
date of production (month, year);
storage conditions;
