About standardization

In the State Parties of the CIS the laws on standardization adopted in accordance with the established procedure create the legal basis of standardization and determine measures of the state protection of consumer interests and the state by means of development and application of regulating documents by standardization.

Chapter 1. General provisions

Article 1. Concept of standardization

Standardization is activities but to setting standards, rules and characteristics (further - requirements) for the purpose of providing:

- safety of products, works and services for the environment, lives, health and property;

- technical and information compatibility, and also interchangeability of products;

- product qualities, works and services according to the level of development of science, the equipment and technology;

- unities measurement;

- economy of all types of resources;

- safety of economic objects taking into account risk of emergence of natural and technogenic catastrophes and other emergency situations;

- defense capability and mobilization readiness of the country.

Article 2. Legislation on standardization

The relations in the field of standardization in the State Parties of the CIS are governed by the Law "About Standardization" and acts of the legislation issued according to it.

Article 3. International agreements

If the international treaty of the State Party of the CIS establishes other rules, than those which contain in its legislation on standardization then are applied rules of the international treaty.

Article 4. Organization of works on standardization

1. Public administration by standardization in the State Parties of the CIS, including coordination of activities of state bodies of the power, interaction with public associations, including with technical committees on standardization, with business entities, performs national authority on standardization which creates and realizes state policy in the field of standardization, exercises the state control and supervision of observance of mandatory requirements of the state (national) standards, participates in works on the international (regional) standardization, will organize professional training and retraining of personnel in the field of standardization, and also establishes rules of application of the international (regional) standards, rules, regulations and recommendations about standardization in the territory of the State Party of the CIS if other is not established by international treaties of this state.

Other state bodies of the power participate in works on standardization within their competence.

Business entities, and also public associations, will organize and carry out works on standardization according to provisions, the CIS of the Law "About Standardization" operating in the State Party.

2. The national authority on standardization establishes in the state (national) standards of the state (national) system of standardization general organizational and technical rules of work on standardization, forms and methods of interaction of business entities with each other, with state bodies of the power.

Article 5. International cooperation in the field of standardization

The national authority on standardization has the right to represent the state in the international (regional) organizations performing activities for standardization.

Chapter 2. Regulating documents on standardization and their application

Article 6. Regulating documents on standardization and requirements to them

1. And on the conditions established by the laws "About Standardization" existing in their territory treat the regulating documents on standardization existing in the territory of the State Parties of the CIS in cases, procedure:

- state (national) standards (daleegosudarstvenny standards);

- the international (regional) standards applied in accordance with the established procedure, rules, regulations and recommendations about standardization;

- the state (national) qualifiers of technical and economic information (further - the TEI state qualifiers);

- standards of the companies;

- standards of scientific and technical, engineering societies and other public associations;

- other regulating documents (specifications, etc.) which are applied only in relations between the companies.

2. The requirements established by regulating documents on standardization shall be based on modern achievements of science, the equipment and technology, the international (regional) standards, rules, regulations and recommendations about standardization, progressive national standards of other states, to consider conditions of use of products, performance of works and rendering services, conditions and the modes of work and shall not break the provisions established by acts of the legislation of the State Party of the Commonwealth.

3. Regulating documents on standardization on products and services which are subject according to the legislation of obligatory certification shall contain requirements according to which obligatory certification, control methods on compliance to these requirements, rules of marking of products and services, requirements to information on the certification included in the accompanying documentation is performed.

4. Regulating documents on standardization shall not be technical obstacle in production and trade with other states.

5. State standards and the TEI state qualifiers are not copyright object.

Article 7. State standards, state qualifiers of technical and economic information

1. State standards are developed on products, works and services having cross-industry value and perspective of repeated reproduction and (or) use and shall not contradict the legislation of the State Party of the CIS.

State standards contain:

the main consumer (operational) product characteristics, works and services, the requirements determining their safety for the environment, lives, health and property, safe engineering and production sanitation;

requirements for technical and information compatibility, and also interchangeability of products;

methods of their control, requirement to packaging, marking, transportation, storage, application, recovery (repair) and utilization of products; the rules and regulations providing technical and information unity in case of development, production, use (operation) of products, performance of works and rendering services including rules of execution of technical documentation, admissions and landings, general rules of quality assurance of products, works and services, preserving and rational use of all types of resources, terms and their determinations, symbols, metrological and other all-technical and organizational and technical rules and regulations.
