About the Commission of custom union

Interstate Council of Eurasian economic community (the supreme body of custom union) at the level of heads of governments solved:

1. Accept the Agreement on the Secretariat of the Commission of custom union it (is applied).

2. Approve:

- Rules of procedure of the Commission of custom union (are attached);

- The regulations on expense budget of the Commission of custom union (are applied);

- Structure of the Secretariat of the Commission of custom union it (is applied);

- The procedure for determination of level of monetary pay of officials and staff of the Secretariat of the Commission of custom union (is applied);

- The scheme of percentage ratio of official pay rates of officials and staff of the Secretariat of the Commission of custom union to official pay rate of the Responsible secretary of the Commission of custom union (is attached);

- The table of the raising coefficients to official pay rates of officials and staff of the Secretariat of the Commission of custom union for special working conditions in the international organization, and also for the purpose of compensation for expenses on social and medical support (is attached).

3. Determine that when forming expense budget of the Commission of custom union for 2009 monetary pay of the Responsible secretary of the Commission of custom union is determined proceeding from basic salary of the employee of foreign institution in Moscow in the amount of the 17th 798, 5 rubles.

4. Since 2010 when forming expenses on the salary fund of officials and staff of the Secretariat of the Commission of custom union to make annual adjustment of this solution of basic salary specified in Item 3 according to the index of growth of consumer prices predicted in expense budget of the Commission of custom union for the corresponding financial year.

Regulations on expense budget of the Commission of the Customs union

1. General provisions

1.1. This Provision determines procedure for forming and execution of expense budget of the Commission of the Customs union, accounting and the reporting of the Secretariat of the Commission of the Customs union (further - the Secretariat and the Commission), and also control of execution of expense budget of the Commission.

1.2. For the purposes of this provision it is used the following basic concepts:

expense budget - the plan of receipt and expenditure of the money allocated for financing of content of the Secretariat, and also carrying out commission sessions and the Supreme body of the Customs union;

income of expense budget - the money arriving as contributions of state members of the Customs union;

expense budget expenses - the money allocated for content of the Secretariat and carrying out commission sessions and the Supreme body of the Customs union;

the current financial year - calendar year during which execution of expense budget of the Commission, forming and consideration of the project of expense budget of the Commission for the next financial year is performed;

the next financial year - the calendar year following the current financial year;

financial discipline - procedure for transfer of contributions, obligatory for state members of the Customs union, to content of the Secretariat and financing of carrying out commission sessions and the Supreme body of the Customs union, and also procedure for expenditure of estimate assignments, obligatory for the Secretariat;

authorized bodies - executive bodies of state members of the Customs union to which functions on forming and execution of government budgets are assigned;

financial control - interstate financial control by means of which in the course of forming, considerations and approvals of the project of expense budget of the Commission, its execution and creation of the performance report of expense budget by authorized bodies of state members of the Customs union are checked distribution and use of financial resources;

financial accounting - the arranged system of collection, registration and generalization of information in terms of money on receipt of the income and financing of expenses of the Secretariat;

the financial reporting - data on execution of expense budget of the Commission on the income and expenses;

the manager of financial resources - the body of the Commission having the right to distribute financial resources of expense budget of the Commission.

1.3. The expense budget of the Commission affirms for one financial year which corresponds to calendar year and lasts from January 1 to December 31.

1.4. The expense budget of the Commission is created according to the regulatory legal acts regulating financial aspects of activities of the Commission proceeding from equity of state members of the Customs union in financing of expenses on activities of the Commission.

1.5. Settlement currency of expense budget of the Commission is the currency of the Russian Federation - Russian ruble.

1.6. Manager and responsible for expenditure of financial resources is the Secretariat which performs functions on ensuring forming, execution of expense budget of the Commission and creation of the reporting.

2. Structure of expense budget of the Commission

2.1. The expense budget of the Commission consists of profitable and account parts.

The revenues of expense budget of the Commission are created of contributions of state members of the Customs union which size is established by the Agreement on the Commission of the Customs union of October 6, 2007.

Account part of expense budget of the Commission goes for financing of content of the Secretariat and carrying out commission sessions and the Supreme body of the Customs union.

2.2. The expense budget of the Commission is created and affirms without deficit.

3. Procedure for forming and approval of expense budget of the Commission

3.1. Forming of the project of expense budget of the Commission for the next financial year is performed by the Secretariat according to the procedure and terms established by the Responsible secretary of the Commission based on requests of structural divisions of the Secretariat.

Project development of expense budget of the Commission is made according to the regulatory legal acts of the Customs union and internal regulations of the Secretariat, the agreement on the Secretariat of the Commission approved in accordance with the established procedure by the number, structure and the staff list of the Secretariat, payment procedure of work and regulations of personnel logistics of the Secretariat and also according to the plan of carrying out commission sessions and the Supreme body of the Customs union.
