2. To provide to the Ministry of Energy of the Russian Federation, Federal Antimonopoly Service, Federal Tariff Service and the Ministry of Economic Development of the Russian Federation till January 1, 2011 to the Government of the Russian Federation offers on accounting of price requests of consumers of electrical energy (capacity) in case of the address of capacity with use of different mechanisms of trade in the wholesale market.

4. To Federal Tariff Service in coordination with the Ministry of Energy of the Russian Federation and the Ministry of Economic Development of the Russian Federation in 3-month time to develop and approve technique of determination of the price of capacity for the generating objects concerning which top prices in price requests for competitive selection of capacity, taking into account forecast profit (losses) from sale of electrical energy, including procedure for representation of the materials necessary for determination of the specified price were specified.

5. To Federal Antimonopoly Service in coordination with Federal Tariff Service, the Ministry of Energy of the Russian Federation and the Ministry of Economic Development of the Russian Federation in 3-month time to develop and approve technique of check of compliance of price requests for capacity sale to the requirement of economic justification.

6. To the Ministry of Energy of the Russian Federation in coordination with the Ministry of Economic Development of the Russian Federation till January 1, 2012 to develop and approve method of calculation of value of the share of the compensated costs reflecting forecast profit on sale of electrical energy for suppliers of electrical energy (capacity).

7. To provide to Federal Tariff Service in coordination with the Ministry of Energy of the Russian Federation, Federal Antimonopoly Service and the Ministry of Economic Development of the Russian Federation till July 1, 2010 to the Government of the Russian Federation suggestions for improvement of procedure of payments of maximum price of capacity for carrying out competitive selections of capacity.

8. To provide to the Ministry of Energy of the Russian Federation, the Ministry of Economic Development of the Russian Federation, Federal Tariff Service and Federal Antimonopoly Service till January 1, 2011 to the Government of the Russian Federation:

suggestions for improvement of procedure for conclusion of the generating objects from operation;

suggestions for improvement of the mechanism of competitive selection of capacity in the years ahead.
