State Parties of the Commonwealth of Independent States,
being guided by desire to support the book, to develop cooperation in the field of book publishing, book trading and polygraphy,
recognizing that the book is the most important material symbol of humanitarian and cultural cooperation between the State Parties of the CIS,
showing care of strengthening and development of cultural and scientific potential of future generations,
being guided by the conventional principles and rules of international law, fundamental documents of the CIS and other legal acts adopted within the Commonwealth in the field of culture, educations, sciences, information and mass communications,
proclaim this Declaration the purposes and tasks which accomplishment by public authorities, public associations, the companies and the organizations of all patterns of ownership and fields of activity will promote support of the book and development of cooperation in the field of book publishing, book trading and polygraphy in the Commonwealth of Independent States.
The State Parties of the CIS accept and promote implementation of one of the fundamental principles of the Declaration - "The book without borders" that will allow the book products created in each of the State Parties of the Commonwealth to become property and other State Parties of the CIS.
The State Parties of this Declaration are recognized that the book
integral part of education, scientific, cultural, social and economic development;
the most important means of storage and information transfer, enhancement of knowledge, ensuring scientific activities, education, distribution of both national, and world culture;
necessity.
The State Parties of this Declaration consider that:
the book claims and protects the supreme cultural and moral values of the person and society, covers all spheres of culture, science and education, promotes history logging of the states and the people;
without understanding of value of the book and need of its support development of education and sciences, social and economic progress of society, development of modern technologies are impossible;
political, economic, social, scientific and cultural functions of the book are interconnected and interdependent and they need to be considered in complete context;
each person shall have all potential for satisfaction of the comprehensive needs for education, education, cultural and intellectual development by means of the book;
development of book publishing, book trading and poligrafiigosudarstvenny task of each country.
The State Parties of this Declaration will aim:
provide the right and opportunity to each person to use the book, acquiring it for reasonable price;
develop and realize nation-wide and regional development programs of reading, in every possible way to acquaint the population, especially children and youth, with the book and reading;
stimulate by means of provision of various privileges, credits and other methods creation and activities of the state, public, non-state organizations (companies) occupied in the field of book publishing, book trading, polygraphy and library science, organizers of book exhibitions and fairs;
to elimination of administrative, financial, trade and other barriers in processes of export and import of book products.
The State Parties of the Declaration share the ideas of the Florentine agreement of 1950, and also documents accompanying it promoting free movement of books through borders.
The State Parties of this Declaration according to the national legal system intend to promote:
to creation of favorable economic and legal conditions for mutual exchange of book products;
to support of art of transfer in the State Parties of the CIS;
to market development of copyright, and also the market of publishing, printing and book-selling services in the territories of the State Parties of the CIS;
to promotion of book products of each State Party of the CIS to readers in the and other State Parties of the Commonwealth;
to support of the edition of book products the, high-quality and available to the mass reader, approving the high cultural and moral wealth, the ideas of friendship of the people which would extend most widely in the State Parties of the CIS;
to increase in culture of book publishing, quality of publishing, art and bibliographic execution of book editions;
to creation of conditions for forming of information system of accounting of products of book publishing of the State Parties of the CIS (Books in Print system) and integration of this system with similar systems of other countries.
State Parties of this Declaration:
consider important to concentrate efforts on implementation of practical steps on realization of the main directions on support of the book and cooperation in the field of book publishing, book trading and polygraphy.
It is made in the city of Chisinau on October 9, 2009 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Declaration, its verified copy.
