The people of the State Parties of the Commonwealth of Independent States celebrate on May 9, 2010 the 65th anniversary of the victory of the Soviet people in the Great Patriotic War of 1941-1945. In war, unknown on intensity and cruelty, the multinational people of the Soviet Union and its Armed Forces defended freedom and independence of the Fatherland, saved many countries of the world from fascist enslavement.

At the front and in the back our people showed dedication and mass heroism, patriotism and internationalism, unprecedented firmness without which the victory would be impossible. History did not know such firmness. She did not know and such will to win.

Over the years greatness of the feat made by our people does not grow dim. The more time separates from us this event, the value of historical mission of the soldiers Pobedy who asserted the right to the future is realized more clearly. Therefore, addressing the people of the State Parties of the Commonwealth and world community, we tell "thanks" to the veterans who are nowadays well in our states today. We urge to pay not only the word, but also case a tribute of respect to conquering heroes, to show daily care of participants of war and home front workers, to pay them attention and to create worthy living conditions.

On May 9 - the Victory Day - remains for our people in the afternoon of celebration of justice, pride and national grief millions of the dead in this immensely cruel and terrible fight. Names of those who fell death brave in days of the Great Patriotic War are sacred and expensive to us. We in irredeemable to debt to those who at the price of the life defended the Fatherland, so - our freedom.

We will not forget heroism of the soldiers and home front workers who saved the world from fascism. Therefore we urge to revere sacredly memory of the dead for freedom and independence of the Homeland, to show permanent care of preserving and maintenance in proper condition of military burials, memorial complexes, monuments and obelisks, and also graves of guerrillas, underground workers and prisoners of fascist camps; activate search of remains of the soldiers and civilians who fell in days of the Great Patriotic War from hands of fascist aggressors.

We do not divide the Victory on personal and others', we always pay tribute to courage of those who showed resistance to Nazism. We remember contribution of our allies on the anti-Hitlerite coalition in the Victory, their help to us. However the most large-scale and, eventually, the main events happened on the Soviet-German front. Our countries lost tens of millions of citizens for years of war. Among the battles which died on fields there were people of all nationalities.

Considering that the people of our states made decisive contribution to achievement of the Victory, we urge to cultivate at younger generation pride for general heroic history and great feat in fight against fascism.

Confirming the commitment to the conventional principles and rules of international law, provisions of the Charter of the UN and the Helsinki Final act, we call for active interaction in strengthening of safety and stability in the world, to building-up of efforts in fight against the international terrorism and extremism, to peaceful political settlement existing and to prevention of the possible conflicts.
