About approval of the Regulations on Technical council on questions of metrology and metrological activities in the sphere of defense

According to the Regulations on features of metrological activities in the sphere of defense approved by the resolution of the Cabinet of Ministers of Ukraine of 15.03.2006 of N 328, and for the purpose of enhancement of system of metrological support in the sphere of defense of PRIKAZYVAYU:

1. Approve Regulations on Technical council on questions of metrology and metrological activities in the sphere of defense which are applied.

2. Distribute the order according to mailing calculation.

3. The order becomes effective from the date of its official publication.

Regulations on Technical council on questions of metrology and metrological activities in the sphere of defense

I. General provisions

1.1. Technical council on questions of metrology and metrological activities in the sphere of defense (further - Technical council) is collegiate, consultative, advisory body. Technical council is formed and functions under the Central management of metrology and standardization of the Armed Forces of Ukraine (further the Central management).

The main objectives of Technical council are:

assistance to ensuring coordination of works on questions of metrology and metrological activities in the sphere of defense and military standardization;

preparation of offers concerning forming and realization of single state policy in the field of metrology, metrological activities in the sphere of defense and military standardization;

determination of ways, mechanisms and methods of permission of the problematic issues arising during realization of state policy in the field of metrology, metrological activities in the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, other military forming formed according to the laws of Ukraine, forces of civil protection and the relevant law enforcement agencies (further - military forming);

increase in efficiency of activities in the Ministry of Defence of Ukraine, the Armed Forces of Ukraine and other military forming concerning development of system of ensuring unity and accuracy of measurements, military standardization;

enhancement of regulatory framework of rather metrological support of the Armed Forces of Ukraine and other military forming.

1.2. Technical council in the activities is guided by the Constitution and the laws of Ukraine, resolutions of the Verkhovna Rada of Ukraine, acts of the President of Ukraine, the Cabinet of Ministers of Ukraine, orders of the Minister of Defence of Ukraine, other regulatory legal acts concerning metrology and standardization and this Provision.

1.3. In this Provision the stated below terms are used in such value:

metrological activities in the sphere of defense - the activities connected with ensuring unity of measurements in the sphere of defense;

the military measuring equipment is type of military equipment which is used in the sphere of defense and is taken advantage, constitutes technical basis of metrological support. Means of the military measuring equipment, portable laboratories of the measuring equipment, the service testing and calibrating equipment are part of the military measuring equipment;

means of the military measuring equipment - the technical tool which is used during measurements in the Armed Forces of Ukraine and other military forming and has the normalized metrological characteristics;

regional metrological military units are the military units of the central subordination (the centers and bases of the measuring equipment) intended for metrological support deployed in the fixed region of the companies, organizations and organizations which treat the sphere of management of the Ministry of Defence of Ukraine, connections, military units, military educational institutions, organizations and organizations of the Armed Forces of Ukraine irrespective of their subordination;

military metrological laboratories of types of the Armed Forces of Ukraine - the main organizations for metrological servicing of the special control instrumentation and calibration of special (service) means of the measuring equipment of types of military forces of separate type of the Armed Forces of Ukraine which part they are;

military standardization - activities which consist in establishment of provisions for common and repeated application of rather available or possible tasks for the purpose of achievement of optimum extent of streamlining during the organization and implementation of all types of activity of the Armed Forces of Ukraine according to the functions assigned to them.

1.4. Action of this provision extends to the Ministry of Defence of Ukraine, the Armed Forces of Ukraine, the State committee on questions of technical regulation and consumer policy of Ukraine (further - Gospotrebstandart), the central executive bodies performing management of military forming.

II. Tasks of Technical council

2.1. Technical council according to the tasks assigned to it:

prepares offers concerning development of system of ensuring unity and accuracy of measurements, administrative and operational standardization;

considers and prepares offers on priority of creation and enhancement of reference base and the military measuring equipment;

considers and submits proposals on the main conceptual questions of planning, the organization of carrying out and coordination of accomplishment of actions of rather metrological support of works at all stages and stages of lifecycle of arms and military equipment;

performs discussion and provision of offers concerning reasons and development of conceptual bases and directions of development of administrative and operational standardization;

considers and submits proposals concerning forming of plans and programs of creation, upgrade, operation, repair and utilization of means of the military measuring equipment, programs and plans of military standardization;
