1. Approve enclosed:

Rules of selection of subjects of power industry and the consumers of electrical energy rendering services in ensuring system reliability, and rendering such services;

changes which are made to acts of the Government of the Russian Federation concerning rendering services in ensuring system reliability.

2. Determine that the Ministry of Energy of the Russian Federation exercises control of activities of the system operator for the organization of selection of subjects of power industry and the consumers of electrical energy rendering services in ensuring system reliability.

3. To Federal Tariff Service in 2-month time:

a) develop and approve methodical instructions for calculation of the prices (rates) for services in ensuring system reliability;

b) develop and approve methodical instructions for calculation of the raising (lowering) coefficients to rates for services in transfer of electrical energy depending on ratio of consumption of active and jet capacity for separate power receiving devices (groups of power receiving devices) of the consumers of electrical energy applied to determination of obligations of the parties according to service provision agreements on transfer of electrical energy on distribution networks (agreements of power supply);

c) develop and approve methodical instructions for calculation of the raising (lowering) coefficients to rates for services in transfer of electrical energy depending on ratio of consumption of active and jet capacity for separate power receiving devices (groups of power receiving devices) of the consumers of electrical energy applied to determination of obligations of the parties according to service provision agreements on transfer of electrical energy on single national (all-Russian) power network (agreements of power supply).
