PRESIDENTIAL DECREE OF THE AZERBAIJAN REPUBLIC

About approval of the Regulations on the state electronic information system "Student graduate" and modification of the Regulations on State commission of the Azerbaijan Republic on enrollment of students approved by the Presidential decree of the Azerbaijan Republic of April 6, 2005 No. 219

Providing the analysis of influence of the performed reforms in the field of education on quality of training, and the statistical investigations reflecting real situation for carrying out these reforms requires creation of single electronic information system.

For the purpose of ensuring creation of this system and use by its relevant state bodies and educational institutions, and also I decide establishments of organization-legal bases of system:

1. Approve "The regulations on the state electronic information system "Student graduate" (are applied).

2. Charge to the Cabinet of Ministers of the Azerbaijan Republic in a month:

2.1. prepare and provide to the President of the Azerbaijan Republic offers on reduction of the existing legal acts to compliance with this Decree;

2.2. provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic and the relevant central executive bodies in compliance with this Decree and inform on it the President of the Azerbaijan Republic;

2.3. prepare and provide to the President of the Azerbaijan Republic the draft of the legal act establishing responsibility for not connection of the highest and average special educational institutions to the state electronic information system "Student graduate" or untimely, incomplete or wrong introduction in system of data by these educational institutions;

2.4. resolve other issues following from this Decree.

3. To the state examination center to take necessary measures for creation, replenishment of the state electronic information system "Student graduate" and ensuring its effective use.

4. To the Ministry of Education of the Azerbaijan Republic to take adequate measures on ensuring connection of the highest and average special educational institutions to the state electronic information system "Student graduate" and timely, complete and correct introduction in system of data with these educational institutions.

5. Exclude the Item 6.4 "Regulations on State Commission of the Azerbaijan Republic on Enrolment of Students", No. 219 approved by the Presidential decree of the Azerbaijan Republic of April 6, 2005 (Collection of the legislation of the Azerbaijan Republic, 2005, No. 4, Article 294; 2006, No. 12, Article 1047).

Regulations on the state electronic information system "Student graduate"

I. General provisions

1. This Provision determines rules of creation, enrichment and use of the state electronic information system "Student graduate" (further - System). Data on students and graduates of the highest and average special educational institutions, and also undergraduates of the highest educational institutions are entered into the System.

2. Creation of the software and technical supply of the central server for the purpose of ensuring creation, enrichment and effective use of System are performed by the State examination center of the Azerbaijan Republic (further - the System administrator) in interrelation with competent structures. In System only licensed program technical means and the certified means of protection can be used.

3. The system consists of electronic information base the student graduate and the software and hardware complex providing entering of data into this base, their change, protection, search and implementation of other transactions.

4. Users of System are the highest and average special educational institutions, and also state bodies, stipulated in Item the 6th this provision.

5. All highest and average special educational institutions operating in the Azerbaijan Republic shall be connected to System.

6. The following state bodies can be connected to System in the procedure established by this Provision:

6.1. Administration of the President of the Azerbaijan Republic;

6.2. Millie's device of Majlis of the Azerbaijan Republic;

6.3. Cabinet of Ministers of the Azerbaijan Republic;

6.3-1. Prosecutor's office of the Azerbaijan Republic;

6.4. Ministry of Defence of the Azerbaijan Republic;

6.5. Service of state security of the Azerbaijan Republic;

6.5-1. Service of foreign intelligence of the Azerbaijan Republic;

6.6. Ministry of Internal Affairs of the Azerbaijan Republic;

6.7. Ministry of Justice of the Azerbaijan Republic;

6.8. Ministry of Education of the Azerbaijan Republic;

6.9. Ministry of Finance of the Azerbaijan Republic;

6.10. Ministry of Economics of the Azerbaijan Republic;

6.10-1. Ministry of Health of the Azerbaijan Republic;

6.10-2. Ministry of Labour and Social Protection of the population of the Azerbaijan Republic;

6.11. State committee according to the statistics Azerbaijan Republic;

6.11-1. Public service of the Azerbaijan Republic on mobilization and conscription.

II. Structure of System

7. The structure of System includes the central server which is at the System administrator and one or several workstations having opportunity to connect to this System of any user.

8. Technical supply of the used workstations (the equipment and communication services) is performed into the account of users.

9. The list of the technical means used in System and requirements imposed to these technical means are established by the System administrator and the Ministry of transport, communication and high technologies of the Azerbaijan Republic.

10. The electronic information base the student graduate is placed on the central server.

11. Information support of information base is performed by the System administrator, and also the highest and average special educational institutions.

III. Connection of users to System

12. The appeal about connection to System is sent by the highest or average special educational institution or the relevant state body to the System administrator. The system administrator checks technical and technological capabilities of connection of the addressed structure to System, its uses and safety of system. In case of positive completion of check the System administrator within one week determines according to the number of the workstations containing in addresses the names, passwords of users and other parameters of connection necessary for connection to System, and after installation of the corresponding software on workstations it is given to the responsible person designated by addressed.

IV. System administrator

13. The system administrator bears responsibility for safety of the information base placed on the central server.
