In pursuance of provisions of the National development strategy for 2008-2011 approved by the Law No. 295-XVI of December 21, 2007 (The official monitor of the Republic of Moldova, 2008, No. 18-20, of the Art. 57) which provides creation of divisions according to the analysis to monitoring and assessment public the politician in all central industry bodies of public management, for the purpose of consolidation of potential on strategic planning, the analysis, monitoring, assessment and the reporting under implementation national, sectoral and intersectoral public the politician, and also on improvement of quality of the act of decision making DECIDES: the Government

1. Determine that division according to the analysis, monitoring and assessment public the politician is obligatory autonomous division as a part of central office of the central industry body of public management.

2. Approve Standard regulations on division according to the analysis, monitoring and assessment public the politician of the central industry body of public management (is applied).

3. To the central industry bodies of public management:

in 10-day time to approve or, if necessary, to make changes to regulations on activities of division for the analysis, monitoring and assessment public the politician and job descriptions according to requirements of the Standard provision approved by this Resolution;

organize activities of division for the analysis, monitoring and assessment public the politician, accurately determining its relations with other internal divisions of the central industry body of public management.

4. State office:

develop together with the central industry bodies of public management the methodical instructions concerning process of the analysis, monitoring and assessment and the reporting under implementation public the politician;

promote strengthening of institutional and functional capacity of the relevant divisions by provision of the methodological help and the organization of training events.

5. Declare invalid the Order of the Government No. 710 of June 23, 2006 "About division of the analysis, monitoring and assessment the politician in the central industry bodies of public management" (The official monitor of the Republic of Moldova, 2006, Art. No. 98-101, 756).

6. To impose control over the implementation of this Resolution on the State office.

I. General provisions

1. Standard regulations on division according to the analysis, monitoring and assessment public the politician of the central industry body of public management establishes procedure for the organization and activities of the specified division.

2. The purpose of division according to the analysis, monitoring and assessment public the politician of the central industry body of public management (further - division) is assistance to increase in efficiency of activities of relevant organ by means of:

1) coordinating of activities for development of documents national public the politician at the level of the central industry body of public management in which it functions and, if necessary, at the intersectoral and sectoral levels;

2) studying of results of assessment of impact public the politician, developed by other internal divisions of central office of the central industry body of public management in which it functions;

3) ensuring interaction of process of development public the politician with the budget process;

4) coordinating of process of monitoring, assessment and the reporting under implementation of documents public the politician at the level of the central industry body of public management in which it functions.

3. The number of personnel and structure of division are determined by the head of the central industry body of public management within the number approved by the limiting Government.

II. Obligations of division

4. Fundamental obligations of division are:

1) provision of the methodical help in process of development public the politician, initiated by internal divisions of central office of the central industry body of public management in which it functions;

2) the analysis and submission of the conclusions under draft documents public the politician, others legislative and regulations, and also documents which contain results of assessment of impact, monitoring and assessment public the politician, developed by other internal divisions of central office of body in which it functions, including for the purpose of providing:

a) compliance developed public politician to provisions of documents national public politician;

b) observance of requirements for structure and contents of documents public the politician, and also concerning stages and procedure for development, the analysis, monitoring and the reporting under implementation public the politician;

c) correlation developed public the politician with the available financial resources;

3) coordinating of process of monitoring and generalization of results of implementation of documents public the politician, performed by relevant organ;

4) introduction of offers on adaptation and updating of the existing documents public the politician and initiation new public the politician on the basis of the results received owing to implementation of documents sectoral, intersectoral and national public the politician;

5) creation and management of the database necessary for the analysis, monitoring, assessment and reporting under documents public politician.

III. Rights of division

5. The division has the right:

To request 1), according to the law, from the internal divisions of central office, territorial subdivisions and organizations subordinated to the relevant central industry organ of public management, information and documents necessary for accomplishment of the obligations assigned to it;

To return 2) to internal divisions - authors of body in which performs the activities, for review draft documents public the politician, legislative both regulations and the documents containing results of assessment of impact, monitoring and assessment public the politician which do not correspond to the methodological instructions developed by the State office;
