About approval of the Program of the state guarantees for providing the population with the medical and sanitary help for the pilot regions of the Republic of Tajikistan for 2010-2011

1) to Approve the enclosed Program of the state guarantees for providing the population with the medical and sanitary help for the pilot regions of the Republic of Tajikistan for 2010 - 2011.

2) to the Ministry of Health of the Republic of Tajikistan in case of coordination with the Ministry of Economic Development and Trade of the Republic of Tajikistan to determine and approve the Single price list of the prices of types and amounts of medical services to the population in State Healthcare Institutions of the pilot regions of the Republic of Tajikistan.

3) to the Ministry of Health of the Republic of Tajikistan together with the Ministry of Economic Development and Trade of the Republic of Tajikistan to develop and approve the Instruction and rules on program implementation of the state guarantees on providing the population with the medical and sanitary help for the pilot regions of the Republic of Tajikistan for 2010 - 2011.

4) to the Ministry of Health of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, local executive bodies of the government of Khatlon and Sughd areas, Rasht, Shakhrinavsky, Varzobsky districts and the city of Tursunzoda, with involvement of Partners in development to provide implementation of this Program since February 1, 2010 according to, in the cities of Sarband, Nurek and Tursunzoda, the areas Dangara, Spitamen, Rasht, Shakhrinav, Varzob and since February 1, 2011 in the cities and districts of the Sughd area.

5) to provide to the Ministry of Health of the Republic of Tajikistan together with local executive bodies of the government of Khatlon and Sughd areas, Rasht, Shakhrinavsky, Varzobsky districts and the city of Tursunzoda financing of this Program within the general means provided for health care sector.

6) to the Ministry of Health of the Republic of Tajikistan:

- provide coordination and technical support of program implementation in pilot areas;

- in pilot areas each 6 months to inform the Government of the Republic of Tajikistan on results of program implementation.

1. General provisions

The program of the state guarantees for providing the population with the medical and sanitary help for the pilot regions of the Republic of Tajikistan for 2010-2011 (further - the Program) is developed according to the legislation of the Republic of Tajikistan in the field of public health care and is directed to social protection of the population.

The program determines types, amount and conditions of provision of the medical and sanitary help in State Healthcare Institutions of the cities of Sarband, Nurek and Tursunzoda, areas Dangara, Spitamen, Rasht, Shakhrinav, Varzob free of charge and on the terms of copayment (partnership of the population) according to the amounts of financing of health care of areas for 2010-2011 from the government budget, and also available donor resources on implementation of appropriate programs in the field of public health care.

Provision of medicines within the Program is performed at the expense of budgetary funds, grants and the humanitarian assistance, additional resources allocated by local executive bodies of the government and also from other sources which are not contradicting the legislation of the Republic of Tajikistan according to the List of the main medicines and their synonyms (SOLS) approved by the Ministry of Health of the Republic of Tajikistan.

2. Types of the medical and sanitary help

1) the Program includes the following types of the medical and sanitary help:

- ambulance and emergency medical service;

- primary health care;

- specialized medical care in out-patient conditions;

- providing with drugs and vaccines in out-patient conditions:

- medical care in hospitals;

- dental help;

- sanitary and hygienic and anti-epidemic actions.

2) Ambulance and emergency medical service

Rendering ambulance and emergency medical service is performed free of charge, including medicamentous providing, for all categories of the population in case of conditions, life-endangering the citizen, or the surrounding his faces caused by sudden diseases, accidents, injuries and poisonings, complications of pregnancy and childbirth.

3) Primary health care

Primary health care is main type of medical attendance and is provided free of charge in the following types and amounts.

a) Prevention:

- consultation and promotion of strengthening of health and forming of healthy lifestyle;

- vaccination of children within the expanded programme of immunization, according to calendar of preventive inoculations;

- anonymous consultation on questions of human immunodeficiency virus and acquired immunodeficiency syndrome (VICh\SPID), infections sexually transmitted (IST);

- observation of the state of health of children aged to 5 laid down;

- periodic routine inspections of school students;

- dispensary observation of the patients staying on the registry, except for additional laboratory and tool methods of research (except categories of the citizens having the right to the free medical and sanitary help according to the Program);

- holding actions for prevention of iron deficiency anemia, breast cancer and neck of uterus;
