About approval of the Technique of determination of the minimum and maximum intervention price of subject to the state price regulation

According to articles 4 and 5 of the Law of Ukraine "About the state support of agricultural industry of Ukraine" the Cabinet of Ministers of Ukraine decides:

1. Approve the Technique of determination of the minimum and maximum intervention price of subject to the state price regulation which is applied.

2. Declare invalid paragraph two of the deciding part of the resolution of the Cabinet of Ministers of Ukraine of May 26, 2005 No. 399 "About approval of the Technique of establishment of the minimum purchase price on separate subjects to the state price regulation and the list of such objects for 2005/06 marketing year" (The Official Bulletin of Ukraine, 2005, No. 22, the Art. 1215).

Technique of determination of the minimum and maximum intervention price of subject to the state price regulation

1. According to this Technique the minimum and maximum intervention price of subject to the state price regulation is determined.

2. The minimum intervention price of subject to the state price regulation is determined taking into account the industry average standard costs for its production, the minimum level of profitability of the state price regulation at least 10 percent, environments in the domestic and foreign market by formula:

Р - minimum level of profitability of separate subject to the state price regulation;

To - the size of correction of the minimum intervention price which considers environment in the domestic and foreign market.

The industry average standard costs on production of subject to the state price regulation affirm Ministry of Economics in coordination with Ministry of Economics.

The size of correction of the minimum intervention price which considers environment in the domestic and foreign market is determined by Ministry of Economics taking into account recommendations of Interdepartmental expert group on questions of state regulation of the agrarian market, structure and provisions on which affirm noted Ministry in coordination with the interested central executive bodies.

3. The maximum intervention price of subject to the state price regulation is determined taking into account consumer price index, price index of producers for the corresponding period of the state price regulation, influence of environment of the domestic and foreign market by formula:

I - price index of producers or consumer price index for the planned period of the state price regulation. During calculation of the maximum intervention price of subject to the state price regulation the highest of indicators is used;

To - the size of correction of the maximum intervention price, which

The price index of producers of industrial output and forecast consumer price index of such producers is determined by data of Ministry of Economics.

The size of correction of the maximum intervention price which considers environment in the domestic and foreign market is determined by Ministry of Economics taking into account recommendations of Interdepartmental expert group on questions of state regulation of the agrarian market.

4. The decision on determination of the minimum and maximum intervention price of subject to the state price regulation is subject to publication on the website of Ministry of Economics not later, than in 15 days prior to the beginning of the period of the state price regulation.
