About approval of the Regulations on the State collection of the state signs of mail payment

1. Approve Regulations on the State collection of the state signs of mail payment according to appendix.

2. This Resolution becomes effective after ten days from the date of its state registration in the Ministry of Justice of the Republic of Uzbekistan.

Regulations on the State collection of the state signs of mail payment

This provision according to the Laws of the Republic of Uzbekistan "About mail service" (Collection of the legislation of the Republic of Uzbekistan, 2009, No. 17, the Art. 209) and "About the museums" (The collection of the legislation of the Republic of Uzbekistan, 2008, Art. No. 37-38, 364) determines structure, assignment, procedure for forming, accounting and storage of the State collection of the state signs of mail payment.

Paragraph 1. General provisions

1. The state collection of the state signs of mail payment represents the systematized meeting of the state signs of mail payment published in the Republic of Uzbekistan.

2. Forming of the State collection of the state signs of mail payment is performed by the Ministry of digital technologies of the Republic of Uzbekistan.

3. The storage location of the State collection of the state signs of mail payment is determined by the order of the Ministry of digital technologies of the Republic of Uzbekistan.

4. The state collection of the state signs of mail payment is created for the purpose of public representation of the state signs of mail payment published in the Republic of Uzbekistan.

5. The state collection of the state signs of mail payment is intended for:

comprehensive reflection by the content of history of development and current state of the state signs of mail payment;

promotion of the major events in the field of development of history, culture, economy and public life of the Republic of Uzbekistan by means of the state signs of mail payment;

creations of exposures and traveling exhibitions of the state signs of mail payment including exposed abroad;

accomplishment of research works on history of development of mail and state signs of mail payment by specialists, scientists of the organizations of the sphere of communication and informatization, other departments and Society of philatelists of the republic.

Paragraph 2. Structure of the State collection of the state signs of mail payment

6. The state collection of the state signs of mail payment consists from:

fixed assets of the state signs of mail payment;

supplementary fund of the state signs of mail payment.

7. Are part of fixed assets of the state signs of mail payment:

stamps of the Republic of Uzbekistan;

the marked editions (the marked mail envelopes, postcards of the Republic of Uzbekistan).

8. The fixed assets of the State collection of the state signs of mail payment are intended for:

identifications and confirmations of authenticity of the state signs of mail payment;

accumulatings, storages of the state signs of mail payment published in the Republic of Uzbekistan and creations of permanent exposure.

Objects of fixed assets are not subject to withdrawal.

9. The supplementary fund consists of the same parts that the fixed assets and are intended for:

completions of fixed assets, including by philatelic exchange;

uses of the state signs of mail payment at exhibitions;

production of photo and film materials concerning history, the current state and the mail address of the state signs of mail payment.

10. Permission to use of materials of supplementary fund is issued by the Ministry of digital technologies of the Republic of Uzbekistan.

Paragraph 3. Forming and storage of the State collection of the state signs of mail payment

11. Forming of the State collection of the state signs of mail payment is performed according to the order of the Ministry of digital technologies of the Republic of Uzbekistan in the way:

transfers of the state signs of mail payment published since 1992 from archive inventory of the Joint-stock Company (JSC) "Uzbekistan pochtas";

acquisitions of the collections having special value and separate state signs of mail payment;

acquisitions of collection copies, also by means of philatelic exchange with citizens of the Republic of Uzbekistan.

12. Replenishment of the State collection of the state signs of mail payment by again published state signs of mail payment, by purchase from the organizations and individuals, and also by philatelic exchange is performed at the expense of means of JSC Uzbekiston pochtasi, voluntary transfer of collections and the state signs of mail payment by collectors, sponsorship and other sources which are not prohibited by the legislation.

13. Storage of the State collection of the state signs of mail payment is provided in the conditions established for storage of archive and documentary funds in the state storages and also according to requirements of the national O'z DSt 1129:2007 standard "Stamps. Specifications".
