About approval of the technical regulation about safety of wheel vehicles

According to the Federal Law "About Technical Regulation" Government of the Russian Federation decides:

1. Approve the enclosed technical regulation about safety of wheel vehicles.

2. The technical regulation about safety of wheel vehicles becomes effective after 12 months from the date of official publication of this resolution.

The technical regulation about safety of wheel vehicles

I. General provisions

1. This technical regulation establishes requirements to safety of wheel vehicles in case of their release into the stream of commerce in the territory of the Russian Federation and their operation irrespective of the place of their production for the purpose of protection of life and health of citizens, environmental protections, protection of property of physical persons and legal entities, the state-owned or municipal property and the prevention of the actions misleading acquirers of wheel vehicles.

2. Treat objects of technical regulation to which action of this technical regulation extends:

the wheel vehicles of categories L, M, N and O, intended for operation on highways public (further - vehicles), and also the chassis of vehicles;

the components of vehicles exerting impact on safety of vehicles.

3. Objects of technical regulation are established according to the appendix N 1.

4. Action of this technical regulation does not extend to vehicles:

1) having maximum speed provided by their design, no more than 25 km/h;

2) imported on the territory of the Russian Federation for the term of no more than 6 months and placed under customs regimes which do not provide possibility of alienation;

3) intended only for participation in sports competitions;

4) categories L and M from which date of issue there passed 30 and more than 1 years, with the original engine, body and in the presence - frame, kept or restored to original condition;

5) belonging to the diplomatic and consular representations, the international (interstate) organizations using privileges and immunities according to rules of international law and international treaties of the Russian Federation and also the staff of these representations (organizations) and members of their families.

5. For the purposes of this technical regulation the concepts established by the Federal Law "About Technical Regulation" are used and also terms which mean the following are applied:

"emergency exit" - emergency door, reserve window or the emergency hatch;

"the emergency hatch" - opening in roof or in vehicle floor, held for use passengers as a way out only in emergency;

"alarm signal" - simultaneous inclusion of all indexes of turn for the alarm system about danger which is constituted at present by the vehicle;

"automatic office door" - the office door with the mechanical drive which is opening without use of emergency controls after the governing body is included, and closed automatically;

"automatic (emergency) braking" - the braking of trail car which is carried out by the brake system without corrective action of the driver in case of gap of brake highways of the brake drive;

"road train" - the combination of vehicles consisting of the tractor and semitrailer truck or trail car (trail cars) connected by the traction coupling device (devices);

"the analysis of condition of production" - set of procedures of verification of documentation and the conditions of production necessary for production of products conforming to requirements of this technical regulation;

"the anti-blocking brake system" - the brake system of the vehicle with automatic control in the course of braking of extent of wheel slip of the vehicle in the direction of their rotation;

"base of the vehicle" - distance between the vertical cross plane passing through axis of forward wheels and the vertical cross plane passing through axis of back wheels (for semitrailer trucks is distance between the vertical cross plane passing through the pivot axle and the vertical cross plane passing through axis of back wheels);

"the basic vehicle" - the vehicle which in general, either its body, or the chassis were used for creation of other vehicle;

"safety of the vehicle" - the condition characterized by set of parameters of design and the technical condition of the vehicle providing inadmissibility or risk minimization of damnification of life or to health of citizens, property of physical persons and legal entities, the state-owned or municipal property, the environment;

"blocking of wheel" - the termination of swing of wheel in case of its movement on the bearing area;

"armored protection" - set of the armored barriers intended for complete or partial neutralization of impact of weapons of destruction;

"bronestoykost" - resistance of armored protection to impact of weapons of destruction of the set type;

"mudguard" - the flexible component installed behind wheel and intended for reflection of water and reduction of danger from emission of the small objects taken by the tire;

"ventilation" - ensuring air exchange in cabin and the passenger room of the vehicle;

"external light devices" - devices for lighting of the road, the state registration sign, and also the device of the light alarm system;

"hazardous substances" - the impurity containing in air having adverse effect on health of the person - carbon oxide, nitrogen dioxide, nitrogen oxide, methane, hydrocarbons aliphatic limiting, formaldehyde and disperse particles of soot;

"reaction time of the brake system" - time interval till the moment at which delay of the vehicle accepts the established value when checking in road conditions or till the moment at which brake force when checking at stands accepts the maximum value or comes blocking of wheel of the vehicle on stand rollers from the beginning of braking;

"the auxiliary brake system" - the contactless or wearproof brake system intended for reduction of power loading of brake mechanisms of the working brake system of the vehicle;

"sliding axis" - axis which can be lifted by means of the device of unloading of axis over the bearing area during vehicle regular service conditions;

"release into the stream of commerce" - execution of the document resolving free circulation of the specific vehicle (chassis) or specific batch of components in the territory of the Russian Federation;

"the released vehicles (chassis)" - more than 6 months which were not earlier in operation in the territory of the Russian Federation, made in the Russian Federation in the conditions of serial production and (or) in single copies or imported for term on the territory of the Russian Federation vehicles (chassis) irrespective of amount of the imported batch and date of issue which date of execution of the passport of the vehicle (the passport of the vehicle chassis) is;

"antisplash casing" - the tough or semifixed component intended for reflection of the water which is thrown out by tires in case of movement, executed fully or partially as single whole with body or other parts of the vehicle (cabin, the lower part of the loading platform, etc.);

"the double (combined) window" - reserve window in case of which division into 2 or more parts the imagined plane or the planes turn out respectively 2 or more parts each of which meets the requirements for the sizes and access shown to regular reserve window;

"two-component system of neutralization of the fulfilled gases" the system providing decrease in content in the fulfilled gases of carbon oxide and hydrocarbons;

"defect" - each separate discrepancy of the vehicle (component) to the established requirements;

"the single vehicle" - the vehicle made in the Russian Federation in the conditions of serial production to which design in individual procedure changes before release into the stream of commerce were made, or made in the Russian Federation in individual procedure of assembly set or which is result of individual technical creativity, or imported into the Russian Federation by physical person for own needs, or imported into the Russian Federation from among earlier allowed for participation in traffic outside the Russian Federation, or released from among earlier delivered according to the state defensive order;

"the back protection device" - the part of design of vehicles of categories N, N, O, O and M and N intended for 2 3 3 4 1 1 protection against hit of cars of categories under them and in case of arrival behind;

"back marker lights" - fires intended for designation of overall width of the vehicle behind;

"back fog fire" - fire intended for improvement of visibility of the vehicle behind in dense fog;

"the reserve brake system" - the brake system intended for reduction of speed of the vehicle in case of failure of the working brake system;

"reserve window" - window, held for use passengers as a way out only in emergency;

"the zone cleared of ice accretion" - the zone of external surface of wind or back glass having the dry surface or surface covered with the thawed or partially thawed hoarfrost which can be removed from external surface with screen wiper (this zone does not include the surface of glass covered with the dry not thawed hoarfrost);

"manufacturer" - person performing production of the vehicle (chassis) or its components with intention of their release in the address for realization or own use;

"initial axis" - the line passing through axis of symmetry of the glow lamp of the light device or the line, perpendicular the plane concerning the surface of the light device in its geometrical center, the svetoispuskaniya determining orientation of the direction;

"category of the vehicle" - the classification characteristic of the vehicle applied for the purpose of establishment in this technical regulation of requirements;

"protection class" - bronestoykost indicator;

"wheel brake mechanisms" - the devices intended for creation of artificial resistance to movement of the vehicle due to friction between unrotative parts and brake disk (drum);

"the combined fires" - the devices having the separate lighting (light-emitting) surfaces, but general light source and the case;

"conditioning" - ensuring regulated chilling of air in cabin and the passenger room of the vehicle to level or is lower than temperature of external environment;

"monitoring tests" - periodic tests for the purpose of confirmation of stability of characteristics of serially made vehicles and components of vehicles concerning which types assessment of conformity to requirements of this technical regulation was carried out;

"planimetric fires" - the light sources mounted at perhaps bigger height at points, extreme on width of the vehicle, and intended for specifying of its overall width (planimetric fires lobbies and back marker lights can supplement, drawing special attention to vehicle dimensions);

"the proofreader of light of headlights" - the device for regulation in the mechanical way or in the automatic mode of tilt angle of light bunch of headlight of passing and (or) driving beam depending on loading of the vehicle, profile of the road and visibility conditions;

"coefficient of coupling of wheel with the bearing area" - the relation of resultant of longitudinal and cross forces of the reactions of the bearing area operating in contact of wheel with the bearing area to the size of normal reaction of the bearing area to wheel;
