About approval of the Regulations on the interdepartmental commission on questions of education and functioning of the centers of medico-psychological recovery

According to Item 5 of the Procedure for determination of the list of sanatorium institutions in case of which the centers of medico-psychological recovery are created approved by the resolution the Cabinet of Ministers of Ukraine of August 12, 2009 N 859, we ORDER:

1. Approve Regulations on the interdepartmental commission on questions of education and functioning of the centers of medico-psychological recovery which are applied.

2. To provide to development department of medical care of MZ of Ukraine (Zhdanov M. P.) in accordance with the established procedure state registration of this order in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of the order on the First Deputy Minister of Health Lazorishints V. V. and the deputy minister of Ukraine concerning emergency situations and for protection of the population against consequences of the Chernobyl catastrophic crash of Bolotsky M. V.

Regulations on the interdepartmental commission on questions of education and functioning of the centers of medico-psychological recovery

I. General provisions

1.1. The interdepartmental commission on questions of education and functioning of the centers of medico-psychological recovery (further the Commission) is created according to Item 5 of the Procedure for determination of the list of sanatorium institutions in case of which the centers of medico-psychological recovery, the Cabinet of Ministers of Ukraine approved by the resolution of August 12, 2009 N 859 are created.

1.2. Representatives of the Ministry of Health of Ukraine and the Ministry of Ukraine concerning emergency situations and for protection of the population against consequences of the Chernobyl catastrophic crash are part of the Commission.

1.3. The commission is intended for holding the actions connected with determination of sanatorium institutions in case of which the centers of medico-psychological recovery of affected population, persons who were involved in accomplishment of wrecking in case of emergency situations of technogenic or natural nature, and rescuers (further - the Center of medico-psychological recovery), and their compliance to requirements of medico-psychological recovery are created.

1.4. The commission in the activities is guided by the Constitution of Ukraine, the laws of Ukraine, acts of the President of Ukraine and the Cabinet of Ministers of Ukraine, other regulatory legal acts regulating activities of sanatorium institutions, determining norms of provision of medical care to the population and also this Provision.

II. Main functions and tasks of the Commission

2.1. The main objectives of the Commission are:

a) carrying out competitive selection and creation of the expert opinion on compliance (discrepancy) of sanatorium institutions to requirements of medico-psychological recovery, opportunity and feasibility of creation of the Centers of medico-psychological recovery in case of them;

b) control of activities of the Centers of medico-psychological recovery;

c) preparation and introduction in accordance with the established procedure offers concerning enhancement of regulatory framework on activities of the Centers of medico-psychological recovery.

2.2. The commission has the right:

a) create in accordance with the established procedure temporary commissions of experts and working groups, involve representatives central and local executive bodies, local government bodies, scientific institutions and public organizations (in consent);

b) receive in accordance with the established procedure the information and analytical materials necessary for realization of the tasks assigned to it, from the ministries, others central and local executive bodies, the companies, organizations and the organizations of Ukraine;

c) perform work of sanatorium institutions concerning activities of the Centers of medico-psychological recovery;

d) involve in case of need representatives of MZ, the Ministry of Emergency Situations and other central executive bodies to spot test of compliance of the documents filed by sanatorium institution for inclusion in the List;

1) to hear at the meetings information of representatives central and local executive bodies, the companies, organizations and the organizations irrespective of pattern of ownership for the questions which are within its competence;

e) submit proposals in central and local executive bodies concerning enhancement of the organization of work of the Centers of medico-psychological recovery, their hardware and professional training of specialists;

e) convene meetings on the questions which are within its competence;

є) to resolve other issues which are within its competence.

2.3. The commission for accomplishment of the tasks assigned to it interacts with central and local executive bodies, organizations, the companies and public organizations.

III. Structure of the Commission

3.1. The commission consists of the Chairman, the First Deputy Chairman, the vice-chairman, the secretary and other members of the commission.

3.2. The staff of the Commission affirms the joint order of the Ministry of Health of Ukraine and the Ministry of Ukraine concerning emergency situations and for protection of the population against consequences of the Chernobyl catastrophic crash.

3.3. Commission chairman:

a) heads the Commission, performs the common directorship of the Commission and provides its organization;

b) presides over commission sessions;

c) organizes interaction of work of the Commission with executive bodies within the powers;

d) signs the conclusions which are accepted by the Commission;

1) participates in actions concerning publicizing of activities of the Commission.
