According to article 10 of the Federal law "About Energy Saving and about Increase in Energy Efficiency and about Modification of Separate Legal Acts of the Russian Federation" Government of the Russian Federation decides:

1. Determine that the requirement to the goods made in the territory of the Russian Federation and imported to the Russian Federation for turnover in its territory about contents of information on class of energy efficiency in the technical documentation attached to these goods in their marking, on their labels extends to types of goods (taking into account their characteristics) according to appendix.

2. Approve the enclosed list of the principles of rules of determination by producers, importers of class of energy efficiency of goods.

3. If necessary to provide to the Ministry of Industry and Trade of the Russian Federation in coordination with the Ministry of Energy of the Russian Federation and the Ministry of Economic Development of the Russian Federation modification of the all-Russian qualifiers of technical and economic and social information (system of cataloguing of products (works, services)) for the purpose of creation of conditions for uniform application of names of types and types of goods which in accordance with the legislation of the Russian Federation about energy saving and about increase in energy efficiency shall contain information on class of their energy efficiency in the technical documentation attached to these goods in their marking, on their labels.

4. This resolution becomes effective from the date of its official publication.

List of the principles of rules of determination by producers, importers of class of energy efficiency of goods

1. Determination of types of goods within types of the goods (taking into account their characteristics) established by the Government of the Russian Federation.

2. Determination of characteristics of the goods sufficient for their reference to type of goods.

3. Determination of the minimum and (or) maximum measure values of energy efficiency (including the size of consumption (use) of energy resources, performance, technical characteristics and design features) used by producers and importers in case of determination of class of energy efficiency of goods.

4. Harmonization of the measure values of energy efficiency used in case of determination of class of energy efficiency of goods with the existing standards of establishment of classes of energy efficiency of the corresponding goods in the European states.

5. Application of the following designations for classes of energy efficiency of goods - "A", "B", "C", "D", "E", "F", "G".

Application of class "A" for designation of goods with the greatest energy efficiency, the class "G" - for designation of goods with the smallest energy efficiency from among the goods referred to one category (taking into account characteristics).

Establishment of additional classes of energy efficiency of "A+", "A ++", "A +++" for designation of goods with the highest energy efficiency (on increase - "A+", "A ++", "A +++") in case of emergence on commodity market with the energy efficiency considerably exceeding established for the class "A".

6. Ensuring single approach to procedures of determination by the producer, the importer of class of energy efficiency, including conducting tests (measurements) on energy efficiency measure definition.

7. Unification of form of the label used for specifying of class of energy efficiency of goods.
