1. Approve Operational regulations of cross-industry industrial rail transport of Ukraine (are applied).
2. To department of rail transport (Makarenko M. V.):
2.1. Provide submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.
2.2. Bring this order to the attention of the interested companies, organizations and the organizations.
3. Declare invalid the order of the Ministry of transport of Ukraine of 27.11.2000 N 654 "About approval of Operational regulations of cross-industry industrial rail transport of Ukraine", registered in the Ministry of Justice of Ukraine 29.12.2000 for N 968/5189.
4. To impose control over the implementation of this order on the deputy minister Badagov V. F.

1. Operational regulations of cross-industry industrial rail transport of Ukraine (further - PTE) establish basic provisions and the operational procedure of cross-industry industrial rail transport and its workers, the basic dimensions, regulations of content of track, constructions, devices and railway vehicles and the requirement relating to them, system of the organization of movement during execution of train and shunting operation, the principles of the alarm system.
2. PTE are obligatory for all companies and the organizations of cross-industry industrial rail transport of Ukraine, and also the project, design organizations developing projects on reconstruction of constructions and devices, the companies and organizations which are serviced on the ways of cross-industry industrial rail transport of Ukraine and use its technical means.
3. The organization of operation, maintenance of devices and equipment, railway vehicles and trains, control over the implementation of requirements of these PTE, accomplishment of train and shunting operation are assigned to workers of cross-industry industrial rail transport of Ukraine who operate railway vehicles, the equipment, constructions, devices and the equipment.
4. In these PTE of concept, terms and their determinations are used in the following value:
automatic cab signaling (further - ALS) set of the trackage and locomotive layouts intended for transfer to the driver of the engine of information on admissible motion speed and use by its self-locking devices for team building on automatic inclusion of automatic brakes if actions of the driver do not lead to necessary reduction of speed;
the automatic crossing traffic light alarm system - the system consisting of street warning signals, audio signals, electric track circuits and control equipment which provides automatic submission of the notice on moving and automatic turning on of the acoustic, traffic light alarm and automatic barriers when the train or shunting structure occupy approach section;
automatic barriers - the devices in the form of bar intended for overlapping of movement of cars and other transport through moving before passing on it of the train which are put in action by the electric drive under the influence of the train approaching moving on track circuits and other traveling sensors;
self-locking devices - devices on the locomotive and rail track for automatic stop of the train before forbidden signal of the traffic light in case of vigilance loss by the driver;
the block site - the part of end-of-siding-to-end-of-siding block on condition of automatic lock-out or automatic cab signaling applied as independent means of the alarm system and communication which is limited to traffic lights through passage (borders of block sites) or the traffic light through passage (block site border) and the station;
side track - track, moving on which the railway vehicles deviate by the railroad switch;
the car - non-self-propelled unit of railway vehicles which transport loads and passengers;
goods wagons - the cars intended for carriage of goods. Closed cars, gondola cars, platforms, tanks, specialized cars for carriage of goods concern to them: cars of bunker type, thermoses, refrigerated cars, including autonomous refrigerated cars (further - ARV), grain carriers, conveyors, container carrying ships, and also special cars of cargo type;
the freight train - the train intended to transport loads which weight and length does not exceed the maximum regulation established by graphic time-table on the site of following of this train;
maintaining the train with special vigilance - permanent special attention of engine crew to train traffic conditions;
the production area - administrative division of the company of cross-industry industrial rail transport of Ukraine which treat: sites of ways, alarm systems and bonds, handling works, stations, locomotive car repair sheds and other divisions;
window - time during which stop train movements, or time of accomplishment of shunting operation for carrying out repair construction works;
dimension of approach of buildings - limiting cross (perpendicular to track axis) contour in which no parts of constructions and devices shall come.
Only the devices intended for their direct interaction with railway vehicles (rail brakes in working order, contact wires with fittings, the rotating part of column can constitute exception when typesetting water, etc.);
loading dimension - limiting cross (perpendicular to track axis) contour in which, without coming to light, the load (taking into account packaging and fixture) on open railway vehicles in case of its arrangement on straight-and-level track shall be placed;
clearance gage of rolling stock - limiting cross (perpendicular to track axis) contour in which, without coming to light, shall take place as loaded, and the empty railway vehicles established on straight-and-level track;
clearance gage of rolling stock (Russian Labour Party) - intermediate dimension between dimension of T and dimension 1-T for all types of goods wagons, except for tanks (allows to allow large eight-axle gondola cars in turnover);
clearance gage of rolling stock (Shopping center) - dimension for turnover of heavy-load eight-axle tanks;
brake shoe - the device used to fixing of railway vehicles which prevents its possible any movement;
braking distance - distance which pass the train, transfer or shunting structure in time from the moment of transfer of the handle of the crane of the driver or the crane of emergency braking in brake provision to full stop. Braking distances differ by the form braking (office, complete office and emergency);
emergency braking - braking which is applied to immediate stop of the train, transfer or shunting structure, by the emergency discharging of the highway and realization of the maximum braking force;
service braking - braking by degrees of certain size for smooth reduction of speed or stop of the train, transfer and shunting structure in previously provided place;
main tracks - ways of stages, and also way of stations which are direct continuation of ways of adjacent stages and, as a rule, have no variations on railroad switches;
the site of traveling blocking - the part of railway net equipped with devices of automatic lock-out or controlled manual block;
the auxiliary post - post on stage which has no traveling development and is intended only for servicing of Item of adjunction of siding (for the trains passing on all stage, cannot be operation point);
electric interlocking installation of arrows and signals (further - ETs) complex of devices of railway automatic equipment which provides centralized operation by shooters and traffic lights and automatic monitoring on control machine behind provision of interlocked points, condition of traffic lights and track circuits;
the electrostaff system - complex of devices by means of which control of condition of stage is exercised and the departure right to stage is confirmed by receipt of staff by the driver from the station supervisor of departure. Further sending other trains for stage is not possible until receipt of this staff by the station supervisor of acceptance;
the protecting alarm system - protecting (for trains and shunting structures) traffic lights which are established before moving and are controlled the person on duty on moving;
railway track - two rail threads which are laid from each other at certain distance and are attached to cross ties (bars);
the rail vehicle - the technical tool which is set in motion by power source (non-self-propelled) is intended for movement on rail tracks and is used to move people, loads and the equipment intended for accomplishment of special functions;
railway and construction machines - one of types of special railway vehicles having one or several operating parts which perform works on construction, on certain types of repair, content and maintenance of constructions and devices;
safety track - the deadend track intended for prevention of exit of railway vehicles to routes of passing of trains;
connecting track - the railway track intended for connection of the station of adjunction of the railroad with the industrial station (production areas and sites);
removable mobile units - removable section cars, repair towers on the electrified sites, traveling cars, track measuring, defektoskopichesky and other carts and mobile units which can be removed from way manually by the workers servicing them;
zone dimension of loading - the increased loading dimension for carriage of timber deck cargoes in gondola cars;
the instruction about procedure for servicing and the organization of movement on sidings - the local instruction regulating safe and free acceptance, departure and passing of trains, transfer structures through the industrial station, safety of intra yard operation and observance of requirements of labor protection.

the head of maneuvers - the worker who directly directs actions of all persons participating in maneuvers without which specifying the driver of the locomotive who is carrying out maneuvers has no right to set the locomotive in motion;

switching locomotive - the locomotive which on technical characteristics conforms to requirements concerning accomplishment of shunting operation;
shunting structure - group of the cars linked among themselves and to the locomotive which carries out maneuvers;

the train economic - the train which is created from the operating locomotive (the special self-propelled railway vehicles used as the locomotive) and cars which are allocated for special and technical requirements, or the locomotive and special self-propelled and non-self-propelled railway vehicles intended for performance of works on content, servicing and repair of constructions and devices on stage;
the traffic controller - the shift worker solely leading train movements on the railway district subordinated to it;
train signals - signals which are applied to determination of trains, locomotives and other mobile units;
radio communication - communication for transfer of speech information by means of radio waves which extend in space and transfer energy without wires;
regulations of negotiations - the rules regulating procedure for provision of instructions and reports by means of which all talk between the workers involved in movement process is carried on;
operation point - the Item dividing rail line into stages or block sites;
railway vehicles - locomotives, cars and special railway vehicles;
signal - convectional visible or sound sign by means of which certain order moves;
the alarm system, centralization and blocking (further - STsB) - complex of technical means by means of which necessary handling capacity on sites of railway tracks, safe train movements, transfer and shunting structures is provided.
By means of signaling arrangements carry out automatic monitoring behind condition of sites of railway tracks, distant control by objects of railway automatic equipment at stations and stages;
signal beacon - convectional visible sign by means of which the order or specifying of certain employee category moves.
